The Government of Mozambique in trying to achieve its developmental strategic objectives as stated in its long term Strategy, the Agenda 2025, has recognised the importance of professionalsing the public sector in improving service delivery to its citizens. A Reforms and Public Administration Development Strategy for 2012 – 2025 has been developed with a theme “The Civil Servants to serve better the Citizen”.

Project purpose
To strengthen Public Policy mechanisms for implementation of the existing strategic policies and processes in the Ministry of State Administration and Public Service.
Project Outcome
The successful implementation of the project will create a functional environment that enables the Government agenda to be achieved in a coordinated manner with available resources optimised and channelled to priority areas; and required capacity built in a more systematic manner for improved performance from public servants.
Scope of Work
Expected outputs will be:
- Institutionalisation of key policies enacted to strengthen the public service
- Creation of a policy management System
- Institutional capacity built in Policy Analysis; including:
- Training of Trainers;
- Capacity building in Needs Analysis
- Strengthen data collection systems
- Creation of Policy Evaluation System.
Implementation Arrangements
The expert will be based in the Ministry of State Administration and Public Service, reporting on a day-to-day basis to the Minister or her designated Official.
Required Qualifications and Experience
The successful candidate should possess:.
- Advanced degree in Public Policy, Public Administration, or other relevant technical field or Post-graduate qualification in Public Administration or related areas
- Degree in Human Resource Management or other social sciences
- 8-10 years of progressively responsible professional experience in:
- Public policy design, implementation and coordination with linkage to Human Resource management system development and integration
- Implementing data collection system for policy decisions.
- Policy Analysis, capacity building in policy analysis and creation of enabling systems.
- Partnerships building with institutions and stakeholders.
- Broad knowledge and understanding of Human Resource Management and result based approach
- Experience in the design and implementation of governmental M&E systems
- Strong project management skills and creativity.
- Demonstrated use of evidence-based approaches in designing programmes.
- Knowledge and experience in Computer Applications
- Excellent facilitation and presentation skills.
- Demonstrated ability to build effective relations with counterparts in both public and private sectors.
- Ability to influence others.
- Fluency in English with good verbal and written skills and ability to write high quality reports, strategic and briefing documents.
- Good knowledge of Portuguese both verbal and written skills desirable
