Purpose of the Position
Under the general guidance of the Chief of Health and Nutrition and the direct supervision of the Health Manager and Technical guidance from Chief HIV/AIDS the incumbent of the post will be responsible for the development, planning, implementation, monitoring and evaluation of the Elimination of Mother-to-child Transmission (eMTCT) and Paediatric AIDS components within the context of A Promise Renewed. The incumbent will raise the profile of eMTCT and Paediatric AIDS in Tanzania`s National HIV Response, through high level advocacy and broad partnerships with the Tanzania AIDS Commission (TACAIDS), the Ministry of Health and Social Welfare (MoHSW), US Government and partners, the UN Program Working Group on HIV, and throughout the UNDAP process.
The incumbent will ensure that children`s issues are effectively positioned in the national programme and high level policy dialogue on eMTCT and Paediatric AIDS in Development Partners` Group on AIDS (DPG AIDS), and the Tanzania National Coordination Mechanism, and will be responsible for capacity building of national and sub-national implementing partners to promote and scale up eMTCT and Paediatric AIDS interventions. The incumbent will provide necessary technical support to DPG Health and DPG AIDS for HIV and AIDS related issues and the Global fund mechanisms

1. Timely sectoral analysis, input, support and collaboration to the Situation Analysis and its periodic update made for effective project planning, development and management.
2. Knowledge management effectively promoted through drafting/finalizing key HIV and AIDS sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange.
3. Quality of rights-based HIV and AIDS projects /programmes effectively promoted, and coherence, synergy and value added to project management process through results-based management.
4. Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined project strategies and approaches.
5. Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
6. UNICEF`s global goals effectively promoted through advocacy and policy dialogue in the HIV/AIDS sector.
7. Proper and timely UNICEF and Government accountability ensured regarding supply and non-supply assistance as well as disbursement of programme funds for the HIV and AIDS sector. 8. Effective communication and networking achieved through partnership and collaboration.
Qualifications of Successful Candidate
- Advanced university degree in one or more of the disciplines: Public Health, Primary Health Care, Pediatrics AIDS, Medicine, Social Sciences or a field relevant to international development assistance in HIV and AIDS.
- Five years of relevant work experience.
- Experience working in the UN or other international development organization is an advantage.
- Experience in the elaboration and monitoring/evaluation of national and regional eMTCT plans an advantage.
- Fluency in English and another UN working language is an advantage.
- A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
