TANZANIA PUBLIC SERVICE COLLEGE (TPSC)
The Tanzania Public Service College (TPSC) is
Established under Executive Agencies Act (1997). TPSC is a Government Executive
Agency established in 2000 as a direct response to fill a void for a
sustainable public service training institution. TPSC offers programmes that
are directly linked to Government business agenda and demand driven. As the
demands for the public service to offer quality services at affordable costs
increases, it is imperative that the services should be staffed with competent personnel.
Hence, TPSC’s core business is to develop the appropriate public service
competences, which will transform the service into effective and efficient
machinery that will strive to meet citizen’s needs in terms of services. TPSC’s
Mission is to improve the quality, efficiency and effectiveness of the public
service of Tanzania by providing comprehensive training, consultancy and
applied research interventions. Currently, TPSC has campuses at Dar-es-Salaam,
Tabora and Mtwara.
6.1
SENIOR ACCOUNTANT – 1 POST
6.1.1
REPORT TO: HEAD OF DEPARTMENT ACCOUNTS AND FINANCE
6.1.2
PURPOSE OF THE JOB:
To ensure effective and efficient financial management,
accounting records and internal controls systems and procedures are in place.
6.1.3
DUTIES AND RESPONSIBILITIES
·
Ensures
revenue and expenditures are properly accounted for and appropriately recorded;
·
Verifies
account reconciliations including bank and revenue reconciliations
·
Effects
payments of various types as may be directed by the Supervisor;
·
Ensures
sound internal controls are in place to safeguard TPSC’s resources;
·
Oversees
development and implementation of performance targets;
·
Attends
to External Auditors queries,.
·
Mentors
junior staff,
·
Certifies
payments and ensure that accounting procedures are adhered,
·
Assists
in preparing business plans and budget,
·
Compiles
and prepares annual financial reports for the institution,
·
Implements
sound financial policies and procedures in the college,
·
Maintains
proper records of debtors and creditors.
6.1.4
QUALIFICATIONS AND EXPERIENCE
·
Masters
Degree in Accounting & Finance.
·
CPA
(T) or equivalent qualification and registered as Associate Certified Public
Accountant.
·
Post qualification related work experience of
a minimum of seven years as an Accountant in a reputable organization.
·
Competence in using Accounting packages
(preferable Epicor 9, IPSAS, IFRS or Tally); together with other financial
management systems applicable in the Tanzanian Public Service.

6.2
RECORDS MANAGEMENT ASSISTANT -1 POST
6.2.1
REPORT TO: SENIOR RECORDS MANAGEMENT ASSISTANT.
6.2.2
PURPOSE OF THE JOB:
Provide
efficient and effective support for records management activities and
contribute to the improvement of record systems and processes.
6.2.3
DUTIES AND RESPONSIBILITIES
·
Keeps
in safe custody files and documents,
·
Performs
records and archives management functions at the Campus,
·
Ensures
that all received /outgoing letters have all the attached documents referred
to,
·
Ensures
that all incoming letters are stamped and timely circulated to action officers,
·
Maintains
a record of file movement,
·
Prepares
file register.
6.2.4 QUALIFICATIONS AND EXPERIENCE
· Form IV with a Technician
Certificate in Records Management (NTA Level 5) or equivalent qualifications.
· Computer application
skills.
6.2.5 REMUNARATION:

6.3
OFFICE MANAGEMENT SECRETARY – 1 POST
6.3.1
REPORT TO: HUMAN RESOURCES AND ADMINISTRATIVE
OFFICER
6.3.2
PURPOSE OF THE JOB:
To effectively and
efficiently provide secretarial and office management services and advice the
Senior Office Secretaries on Secretarial duties using secretarial equipment in
order to simplify implementation of the college functions
6.3.3
DUTIES AND RESPONSIBILITIES
·
Coordinates
provision of welfare services to senior
officers,
·
Coordinates
provision of secretarial services to all officers
·
Liaises
with Human Resources Officers on the required working tools
·
Plans
for allocation of office secretaries in all departments
·
Performs typing duties
·
Facilitates
communication
·
Protects
the image of the organization
·
Facilitates
meetings, social functions and travel arrangements of the boss
·
Mentors
and coaches junior staff
6.3.4
QUALIFICATIONS AND EXPERIENCE
·
Ordinary Diploma in Office Management and
Administration/Secretarial Studies with stenography skills of
Shorthand/hatimkato 120/100w.p.m, typing speed 50 w.p.m and above.
·
Skills
in usage of office machines and equipment will be an added advantage.
·
He/she
must be conversant with a variety of computer office applications.
