Bachelor Degree in Land surveying /Geomatics for direct entry OR A candidate with at

least three years experience in the relevant field as Assistant Tutor.

1.2               ASSISTANT TUTOR II- 2 POSTS

· These are training posts whereby the Institute has to provide the necessary on the job teaching skills.

1.2.1        DUTIES AND RESPONSIBILITIES:

· Teaching NTA level 4 and NTA level 5 under the guidance of Senior Academic staff. · To supervise field practical and field works.

· Undertake any other duties as may be assigned by the senior academic staff. · To assist senior members of staff in research, seminars and consultancy.

1.2.2        QUALIFICATIONS AND EXPERIENCE:

· A good Ordinary Diploma in Land surveying/Geomatics, Cartography.

2.0               COMMUNITY DEVELOPMENT TRAINING INSTITUTE (TENGERU)

The Community Development Training Institute [CDTI] - Tengeru is an Institution under the Ministry of Community Development, Gender and Children. The Institution operates by
 providing education and training in the fields of Community Development, Gender and other business related disciplines.


2.1               REGISTRAR

2.1.1           DUTIES AND RESPONSIBILITIES

·      Advise the Vice principal Academics on admissions, examinations and student policies and procedures.

·      Secretary to the Academic Planning Committee

·      Secretary to the examiners board.

·      Secretary to Admissions Board.

·      Coordinate the examinations session and provide all administration information to student.

·        Coordinate and assist the creation of exam papers and answer books

·      Oversee all examinations periodically initiating the examination cycle and instructing lecturers to perform the necessary steps.

·        Maintain all students’ records.

·      Coordinate the development and regular review of the admission criteria for all courses.

·        Supervise admission process (in collaboration with the Vice Principal, Academics).

·      Supervise the processing of all enquiries from potential students.

·      Develop and maintain template for all certificates issued through the institute and coordinate the issue of certificates to students.

·      Harmonization of academic timetables of the Institute in collaboration with heads of Departments

·      Preparation of Almanac

2.1.2        QUALIFICATIONS AND EXPERIENCE:

·   Masters degree in Education, Community Development, Planning, Economics, Human resource Management, Law or its equivalent qualification from a recognized Institution.

· At least five (5) years teaching experiences.

2.2               ASSISTANT LECTURERS - 3 POSTS

2.2.1           DUTIES AND RESPONSIBILITIES

·      Teach up to NTA level 8 ( Bachelor Degree);

·      Prepares learning resources for tutorial exercises;

·      Conducts research, seminars and case studies;

·      Carries out consultancy and community services under supervision

·      Supervises students projects;

·      Prepares teaching manuals.


2.2.2           QUALIFICATIONS AND EXPERIENCE:

· Master Degree either in Economics, Community /Public Health OR Law with at least upper Second or good first degree or its equivalent qualification with at least 2nd class upper.

2.3               TUTORIAL ASSISTANT – 1 POST

2.3.1        DUTIES AND RESPONSIBILITIES

· Assists in conducting learning resources for tutorial exercises

· Assists in conducting tutorial and practical exercises for students under close supervision · Carries out consultancy and community services under close supervision

2.3.2        QUALIFICATIONS AND EXPERIENCE:

·   Bachelor Degree (NTA Level 8) OR its equivalent qualification in Community Health, Economics, Law from a recognized institution with minimum GPA of 3.5

2.4               EXAMINATION OFFICER II – 1 POST

2.4.1           DUTIES AND RESPONSIBILITIES

·      Ensures that the Institutes and National Examination Council (NECTA)/National Accreditation for Technical Examination (NACTE) examination policy, rules and procedures are followed.

·      Responsible for proper records of all examination results, minutes, rules and regulations.

·      Arranges the preparation and moderation of examination papers in accordance with the Institutes regulations.

·      Ensures examination papers and materials are handled with utmost security.

·      Collects marks from the departments and compiles them for official approval and communication as per the rules and regulations of the Institute.

2.4.2        QUALIFICATIONS AND EXPERIENCE:

·   Bachelor Degree in Education, Community Development, Planning, Economics, Human resource Management or its equivalent qualification from a recognized Institution

· At least (3) three years teaching experiences.

3.0               EASTERN AFRICA STATISTICAL TRAINING CENTRE (EASTEC)

The Eastern Africa Statistical Training Centre (EASTC), which was established in 1965, is an accredited Higher Learning Institution whose commitment and mandate is to offer training, research and consultancy programmes and services in Official Statistics. As an academic discipline, Official Statistics is collection and processing of data into statistical information which is disseminated to help users who are policy analyst and Decision makers in their national economic and social development programmes.

To respond to user demands, EASTC offers courses in Official Statistics at Certificate, Diploma and Degree levels. Currently it is serving eighteen countries (18) from Eastern and Southern Africa, whose statistical manpower demands are increasing year by year. To respond to these manpower demands EASTC has to train more Official Statisticians. EASTC is therefore inviting potential candidates to apply for the following posts at EASTC.

3.1               ESTATE OFFICER II – 1 POST

3.1.1           DUTIES AND RESPONSIBILITIES

·      Supervises maintenance and cleaning of infrastructure, properties and grounds

·      Performs simple designs for improvements of the existing infrastructures

·      Examines bills of quantities.

·      Follows-up of title deeds and acquisition of land

·      Prepares budgets for minor construction and maintenance works

·      Assists in planning of estate activities and services

·      Assists in designing infrastructure development projects

·      Performs any other official duties assigned by his/her seniors

3.1.2           QUALIFICATIONS AND EXPERIENCE:

·      Bachelor’s degree and Full Technician Certificate in Civil Engineering from a recognized higher learning institution and has been registered with Engineers Registration Board. Has knowledge of using basic computer software of AutoCAD, Excel and Ms Access for planning estate works.

·      Able to prepare BOQ and engineering estimates for rehabilitation and construction works.

· At  least  Three  (3)  years  working                   experience  in  a  similar  position  OR  has

worked/supervised construction projects.

· Arrange process and distribute letters of admission to qualified applicants. · Open file for newly admitted students.

· Prepare students admission master roll. · Compile and maintain student’s records. · Prepare quarterly and annual reports.

· Assist in promotion of academic programmes.

· Assist heads of departments in student’s related matters.

3.2.2           QUALIFICATIONS AND EXPERIENCE:

·      Bachelor degree in Education from a recognized institution.

·      Should have computer skills.

3.3.1           DUTIES AND RESPONSIBILITIES

·      Make examination preparations.

·      Supply all necessary examination papers and stationery.

·      Collect moderated questions and marking schemes.

·      Enter moderated questions and marking schemes into the data base.

·      Print and photocopy examinations, timed tests and other assessments.

·      Prepare students progress reports.

·      Attend and take records in examination committee meetings in an advisory capacity.

·      Prepare quarterly and annual reports

·      Prepare students transcripts

·      Arrange for appointment of invigilators

·      Assist heads of departments in students related matters

3.4               ADMINISTRATIVE OFFICER II (STUDENTS’ LOAN OFFICER) - 1 POST

3.4.1           DUTIES AND RESPONSIBILITIES

·      Follow up on Students’ Loans.

·      Act as a program officer of departments.

·      Deal with general office administration in any section falling under administration functions.

·      Ensure general cleanliness of office surroundings.

·      Ensure that utility services are available and functioning.

·      Ensure that estates, office buildings, fixed and other properties are properly ensured and well maintained.

·      Handle welfare schemes.

·      Deal with repairs and renewals of buildings equipment.

·      Handle safety and security matters.

·      Arrange for allocation of office space and deployment and

·      Assist in supervising the registry for its works proper functioning.


3.4.2           QUALIFICATIONS AND EXPERIENCE:

·      Bachelor degree in Public Administration, or Human Resources Management, In addition, the applicant should have computer skills, working experience in HR will be an added advantage.

3.5 PLANNING OFFICER II (QUALITY ASSURANCE OFFICER IN PLANNING) - 1 POST



3.5.1           DUTIES AND RESPONSIBILITIES

·      Assist in developing Institutional Strategic Plan.

·      Assist in budget development and budget guidelines.

·      Coordinate budget preparation.

·      Monitor and evaluate the implementation of the Strategic plan.

·      Prepare quarterly and final planning reports.

·      Design and review data collection instruments in order to monitor the budget implementation, management and control.

·      Collect and systematically compile data on institution activities including information on students and staff; physical facilities (plant and equipment; by categories and functions educational programs, goals and achievements); sources and utilization of financial resources for developing institutional budget.

·      Combine, analyze and evaluate information gathered from activities of each department so as to be the basis for strategic plan and budget purposes.


3.5.2           QUALIFICATIONS AND EXPERIENCE:

·      Bachelor degree in Economics, Statistics or Planning-related disciplines from a recognized institution.

·      Should have computer skills.

· Working  experience as a planner in recognized institutions will be an added advantage.

3.6 SYSTEM ADMINISTRATOR II (QUALITY ASSURANCE OFFICER IN IT) - 1 POST



3.6.1           DUTIES AND RESPONSIBILITIES

·      Administer and update the website so as to maintain the quality of the website.

·      Manage server operating systems.

·      Assist in standards software installation so as to maintain the quality of the service.

·      Assist in hard ware installation.

·      Assist in trouble shooting LAN and hard ware/software problems so as to maintain the standard of service delivery.

·      Assist students and other staff in the use of ICT

·      Assist in managing and maintaining networks for quality service delivery.

3.6.2           QUALIFICATIONS AND EXPERIENCE:

·      Bachelor of Science in Information Technology from recognized Institutions with very strong knowledge of the principles, practices developments and techniques used in systems analysis and applications programming.

·      Should be certified in any Service level Management such as ITIL.

·      Should be skilled Object Oriented Programming and scripting Languages like C, HTML, PHP, Ajax, Jquery and .Net. She/he should be knowledgeable in using programming frameworks such as Codeigniter, YII, Bootstrap, Foundation etc.

·      Knowledge in database designing, development and Administration will be an added advantage.

3.7.1           DUTIES AND RESPONSIBILITIES

·      Maintains service quality by enforcing quality assurance policies and procedures according to government (NACTE) requirements; collaborating with other members of management to develop new services and students’ socialization methods and orientation programmes.

·      Prepares service and procedure quality reports by collecting, analyzing, and summarizing information and trends


·      Completes quality assurance operational requirements by scheduling and assigning staff attendants; following up on work results.

·      Maintains quality assurance of hostels’ and classrooms’ attendants by orienting, and mentoring such employees.

·      Maintains quality assurance of students’ staff job results by counseling, monitoring, and appraising job results.

·      Should also have worked as Senior Lecturer in a recognized higher learning institution, and has published at least three papers in international journals.

6.0               TANZANIA PUBLIC SERVICE COLLEGE (TPSC)

The Tanzania Public Service College (TPSC) is Established under Executive Agencies Act (1997). TPSC is a Government Executive Agency established in 2000 as a direct response to fill a void for a sustainable public service training institution. TPSC offers programmes that are directly linked to Government business agenda and demand driven. As the demands for the public service to offer quality services at affordable costs increases, it is imperative that the services should be staffed with competent personnel. 6.1.1           REPORT TO: HEAD OF DEPARTMENT ACCOUNTS AND FINANCE

To ensure effective and efficient financial management, accounting records and internal controls systems and procedures are in place.

6.1.3           DUTIES AND RESPONSIBILITIES

·      Ensures revenue and expenditures are properly accounted for and appropriately recorded;

·      Verifies account reconciliations including bank and revenue reconciliations

·      Effects payments of various types as may be directed by the Supervisor;

·      Prepares the Trial Balance, accounting schedules and related statements;

·      Ensures sound internal controls are in place to safeguard TPSC’s resources;

·      Oversees development and implementation of performance targets;

·      Attends to External Auditors queries,.

To effectively and efficiently provide secretarial and office management services and advice the Senior Office Secretaries on Secretarial duties using secretarial equipment in order to simplify implementation of the college functions

·      In-charge of the directorate.

·      Organize, in collaboration with other Institute Organs, the orientation programs for fresh students.

·      Develop and review existing curriculum.

·      Undertake individual research and participates in scientific/academic congregations.

·      Prepare teaching manuals, simulations and case studies for training.

·      Coach junior teaching staff.

·      Perform any other duties as assigned by supervisors.

10.2.3     QUALIFICATIONS AND EXPERIENCE:

· Masters degree in relevant field.

·   She / he must have attained a B+ (GPA of 4.0/5.0) at Masters Degree and a minimum GPA of 3.8/5.0 in the Bachelor’s degree.

· Must have a maximum age of 45 years.

10.3            ACADEMIC ADMINISTRATIVE OFFICER II – 1 POST

10.3.1     REPORTS TO THE REGISTRAR

10.3.2     DUTIES AND RESPONSIBILITIES:

· Assist in preparing adverts and processing students’ admissions;

· Process the supply of examination stationery;

· Assist in the preparation of examination time table and allocation of rooms; · Assist in preparing examination invigilation plan.

10.3.3     QUALIFICATIONS AND EXPERIENCE:

·
Bachelors  Degree  in  Public
Administration,  Education,  Business  Administration,

Information Technology or its equivalent from a recognized University/Institution.
·
Must have a maximum age of 45 years.


10.3.4        REMUNERATION

Attractive remuneration package in accordance with the Institution’s salary.

10.4            PRINCIPAL OFFICE ATTENDANT – 2 POSTS

10.4.1        REPORTS TO THE HUMAN RESOURCES AND ADMINISTRATIVE OFFICER

10.4.2        DUTIES AND RESPONSIBILITIES:

·      Supervise the  cleanliness of office premises and give advice;

·      Prepare office tea;

·      Photocopy documents and maintain the photocopier;

·      Distribute files and other documents;

·      Assist in directing office visitors;

·        Report on requirements of maintenance of office equipments;

·      Recommend on the improvement of general cleanliness of the institute.


10.4.3        QUALIFICATIONS AND EXPERIENCE:


·      Form four academic certificates. Any practical skills with a certificate in any relevant field will be an added advantage.

·      She / he must have worked with clean records in a similar or related large business or public entity for continuous nine years.

·      Must have a maximum age of 45 years.


10.4.4        REMUNERATION

Attractive remuneration package in accordance with the Institution’s salary.

10.5            PRINCIPAL SECURITY GUARD – 1 POST

10.5.1        REPORTS TO THE HUMAN RESOURCES AND ADMINISTRATIVE OFFICER

10.5.2        DUTIES AND RESPONSIBILITIES:

·      Spot check safety and security of the Institute’s premises;

·      Coordinate the preparation of the duty roster for the Security Guards;

·      Oversee the security of the Institute’s assets and properties;

·      Report to the supervisor matters related to security;

·      Advice the supervisor in all security matters;

·      Follow up security facilities and needs necessary for effective performance of security guards;

·      Coordinate emergence operations in case of disasters.


10.5.3        QUALIFICATIONS AND EXPERIENCE:


·      Form four academic certificate and Militia (Mgambo) or National Service (JKT) or Basic Police Training certificate as a security guard.


·      Must have worked in a similar or related large business or public entity for continuous nine years with a clean record of conduct.

·      Must have a maximum age of 45 years.


10.5.4        REMUNERATION

10.6            SENIOR SECURITY GUARD – 1 POST

10.6.1        REPORTS TO THE HUMAN RESOURCES AND ADMINISTRATIVE OFFICER

10.6.2        DUTIES AND RESPONSIBILITIES:

·      Make spot and routine check of the Institute’s premises;

·      Supervise the preparation of the duty roster for the Security Guards;

·      Monitor the security of the Institute’s assets and properties;

·      Report to the Principal Security Guard matters related to security.


10.6.3     QUALIFICATIONS AND EXPERIENCE:

·   Form four academic certificate and Militia (Mgambo) or National Service (JKT) or Basic Police Training certificate as a security guard.

·   Must have worked in a similar or related large business or public entity for continuous seven years with a clean record of conduct. Must have a maximum age of 45 years.

10.6.4     REMUNERATION

Attractive remuneration package in accordance with the Institution’s salary.
