VACANCIES ANNOUNCEMENT

Public Service Recruitment Secretariat (PSRS) On behalf of the Kibaha Education Centre (KEC), invites qualified Tanzanians to fill 36 vacant posts in the above public institutions.


1.0 KIBAHA EDUCATION CENTRE

Kibaha Education Centre is a multi-purpose Educational Institution that is located in Coast Region (Tumbi area) about 40 kilometers (24 miles) West of Dar es Salaam along Morogoro Road. This Centre started in 1963. Kibaha Education Centre (KEC) was established through Act No.17 of 1969. The overall objective of the Centre as originally conceived was to combat three enemies of development.

1.1 DIRECTOR OF ADMINISTRATION & HUMAN RESOURCES
1.1.1  DUTIES AND RESPONSIBILITIES
Head the Human Resources and Administration Directorate.

Provide advice and support to Executive Director, Directors and staff on human resources related matters.
Lead and oversee the implementation of all processes pertaining to human resource management functions.

Lead and oversee the implementation of all administrative processes and procedures.

Provide advice on interpretation, application and exceptions of human resource management related policies, regulations and rules.
Administer payroll.

Administer and provide advice on salary and related benefits, travel, and social security entitlements,

Determine and recommend benefits and entitlements for staff on the basis of contractual statuses.

Facilitate the understanding and implementation of the open performance review and appraisal system (OPRAS).
Prepare reports and participate and/or lead special human resources projects.

Enlighten staff on labor laws and policies in relation to their rights and responsibilities.

Oversee the implementation of occupational health and safety policy and procedures at the workplace.

Facilitate for harmonious working environment in collaboration with the worker’s union to attain organizational objectives.
Facilitate the implementation of all processes related to staff welfare.

Organize, prepare agenda and take minutes of management committee, workers councils and other meetings as required.
Prepare personal emolument budget of the centre.
Act as internal consultancy on matters related to human resources & administration.
Performs any other duties as may be assigned by the executive director

1.1.2  QUALIFICATION AND EXPERIENCE

Masters Degree either in Public Administration or Human Resources Management from any recognized University/Institution.

Ten years working experience of which five years must be in a senior managerial position.

Competence in implementation of Laws on system and experience in managing multidiscipline institution with career such as Health, Education, and Community Development is an added advantage.

1.2 DIRECTOR OF FINANCE AND ACCOUNTS
1.2.1  DUTIES AND RESPONSIBILITIES
Responsible for the overall supervision of the Directorate.

Initiates, Directs and supervises the development of financial policies, systems and procedures and to ensure their effective implementation.

Provides Technical advice to the Executive Director on matters related to finance and budget.

Co-ordinates the preparation and submit final Accounts of the Centre within 3 months after end of Financial Year.

Ensure that the Centre’s financial transactions are authorized and controlled in accordance with Financial Regulations.
Ensure that proper systems of financial control are effectively maintained.
Controls the Centre’s finances.
Custodian of all assets of the Directorate including their maintenance.
Controls the Directorate’s input – output relations.
Evaluates performance of all staff and workers of the Directorate.
Performs any other duties as may be assigned by the Executive Director.

1.2.2  QUALIFICATION AND EXPERIENCE

Masters degree either in Accounting and Finance or Business Administration with CPA (T) or ACCA, ACMA.

At least ten years working experience of which five years should be in a senior position.
Must be registered with NBAA as Authorized Accountant /Auditor.

Knowing implementation of Government Financial System IFMS (EPICOR) at Macro and Micro level is an added advantage

1.3 DIRECTOR OF COMMUNITY DEVELOPMENT. 1.3.1 DUTIES AND RESPONSIBILITIES
Head the Directorate of Community Development
Implements Crop and Livestock Production Policy of the Centre.

Ensure that Vocational Training at the College are running in accordance with Government Vocational Training policy.

Advices the Executive Director on matters pertaining to crop and livestock production.
Prepares the budget for the Directorate and supervises its implementation.
Control production of the Directorate and monitors production trends.
Market Directorate products in the most efficient way possible.
Controls income and expenditure of the Directorate.

Assist the Executive Director in controlling funds, human resources of the Directorate.
Custodian of all assets of the Directorate including their maintenance.
Ensures that all the land is fully utilized.

Co-ordinates research programs in the Directorate aimed at improving production and services delivery.
Facilitates small holders’ education in crops and livestock production.


Evaluates farm performance from time to time.
Evaluates performance of all staff and workers of the Directorate.

Ensure that all students of Folk Development College are adequately taught and their welfare is well taken care of.

Supervises self-reliance projects in the Directorate and ensures that all funds from such projects are properly accounted for.
Performs any other duties as may be assigned by the Executive Director.


1.3.2  QUALIFICATION AND EXPERIENCE

Masters degree either in Economics, Community Development, Business Administration or Agriculture

At least 10 years working experience of which five years should be in a senior managerial position.
•  Knowing Poverty reductions processes and interventions is an added advantage.

1.3.3  REMUNERATION

1.4 DIRECTOR OF EDUCATION SERVICES 1.4.1 DUTIES AND RESPONSIBILITIES

Co-ordinate and control the Educational activities, Kibaha Public Library as well as Nursery School, Primary School and Secondary Schools.

Ensure that all Educational services at the Centre are running in accordance with Government Education policy.

Ensure that all students and pupils of Secondary Schools, Primary School and Nursery School are adequately taught and their welfare is well taken care of.

Chief Advisor to the Executive Director on matters concerning educational services of the Centre.

Assist the Executive Director in controlling funds, human resources of the Directorate.
Controls the income and expenditure of the Directorate.
Custodian of all assets of the Directorate including their maintenance.
Controls the input-output relations for the Directorate.
Performs any other duties as may be assigned by the Executive Director.

1.4.2  QUALIFICATION AND EXPERIENCE.

Masters degree either in Arts, Science (Education), Education planning, Education management or Business Administration.

At least 10 years working experience of which five years should be in a senior managerial position of educational nature.

1.5 DIRECTOR OF HEALTH SERVICES
1.5.1  DUTIES AND RESPONSIBILITIES
Head Directorate of Health Services

Chief advisor to the Executive Director on all matters related to health services and training.

Responsible for the Management and supervision of all the workers under the Directorate.
Controls  income and expenditure of the Directorate

To assist the Executive Director in controlling funds, human resources of the Directorate.
Custodian of all assets of the Directorate including their maintenance.

Ensure a sound inter-Directorate relationship and co-operation within the Centre and with other Health Authorities.
Evaluate performance of all staff and workers of the Directorate.
Controls input-output relation of the Directorate.
Performs any other duties as may be assigned by the Executive Director.

1.5.2  QUALIFICATION AND EXPERIENCE.
•  Masters degree either in Medicine, Public Health, or its equivalent.
At least 10 years’ experience of which five years should be in Senior Managerial
Position in the relevant field.

Having Medical Specialty in Surgery or Obstetric Gaenecology is an added advantage.

1.5.3  REMUNERATION

1.6 DIRECTOR OF PLANNING AND ECONOMIC DEVELOPMENT
1.6.1  DUTIES AND RESPONSIBILITIES
Head Planning and Economic Development Directorate.

Answerable to the Executive Director.

Develops, plans, organizes and implements marketing strategies to promote Centre as an ideal business and industry location through presentations, correspondence and meetings with individual investors and business owners, organizations (public and private) and all economic development clients or prospects interested in the Centre ( Chief Planner of the Centre).

Promotes business and industrial development through personal contacts with community leaders, management officials of existing business and industry, industrial real estate community, area and state agencies, etc.

Directs initiates and coordinates development and marketing plans for the Centre's products and all other available industrial and commercial sites and buildings.

Participates in Centre's comprehensive planning process involving recommendations and strategies for improvements to Centre services, facilities, utilities and related resources.

Facilitate the development of a Centre economic development plan including vision, goals and objectives.

Research and provide recommendations on Centre economic development opportunities.

Identify opportunities for Centre economic development in order to development sectors, projects and initiatives,
Secure funding for economic development activities and programs
Co-ordinates Centre’s long, medium and short-term plans.
Prepares feasibility studies.

To assist the Executive Director in controlling funds, human resources of the Directorate.
Monitors projects implementation.
Carries out periodic review and evaluation of projects and recommend accordingly.
Advises Executive Director on all matters concerning Projects of the Centre.
Preparation of Development and Recurrent budget.
Carries out any other duties as assigned by the Executive Director.

1.6.2  QUALIFICATION AND EXPERIENCE.

Masters degree either in Economics, Business Administration or Project Planning Management or its equivalent.

At least 10 years working experience in investments/ economic/ planning activities of which five years should be in a senior managerial position of the relevant field, or any equivalent combination of training and experience which provide the required skills, knowledge and abilities.

1.7 CHIEF INTERNAL AUDITOR.
1.7.1  DUTIES AND RESPONSIBILITIES
Head the Internal Audit Unit.
Answerable to the Executive Director.
Formulation of Audit systems schedules and programs.
Pre and post audit of all Centre’s transactions.

Prepares Audit checks to ascertain adherence to acceptable financial regulations, stores and purchasing procedures.
Verifies stocks of store, Accounts, livestock and Assets.
Review accounting and financial regulations of the Centre.

Shall be involved in reviewing internal control system such as fuel used in the Motor vehicles, movement of building materials from Suppliers to KEC’s stores and then from stores to the Project(Construction Area/Site)

Preparation of quarterly audit report and recommendation for KEC Management and Audit Committee.
Monitor and evaluate financial management
Monitor both revenue and expenditure of the Centre,
Performs any other duties as may be assigned by the Executive Director.

1.7.2  QUALIFICATION AND EXPERIENCE.

Masters degree in Accounting and Finance or Business Administration with CPA (T), ACCA, ACMA or its equivalent.

At least ten years working experience in the field of Accounting or audit of which five years should be in senior position.
Must be registered with NBAA as Authorized Accountant or Auditor.

Competency in IFMS and experience in designing risk assessment policy and frame work of Organization is an added advantage.

1.7.3  REMUNERATION

1.8 CHIEF OF PROCUREMENTS & LOGISTICS MANAGEMENT
1.8.1  DUTIES AND RESPONSIBILITIES
Head Procurement Management Unit and other related staff

Answerable to the Executive Director.
Co-ordinate all matters pertaining to purchasing and stores.
Supervision and co-ordination of purchasing and stores functions in all Directorates.
Prepares stock taking and inventory.
Prepares the required periodic purchasing and stores reports.
Advices the Executive Director in all supplies and Procurement matters.
Assume duties of Secretary to the Tender Board.
Prepare annual general procurement plans for the Centre.
Manage all procurement and disposal by tender activities.

Coordinate and authenticate prepared tendering documents and implement Tender Board decisions.
Approve, prepared statements/documents of requirement.
Perform any duties as may be assigned by the Executive Director.

1.8.2  QUALIFICATION AND EXPERIENCE.

Masters degree in Business Administration(Procurement and supply/supply chain management) with Certified Procurement and Supplies Professional(CPSP) or its equivalent

At least ten years working experience of which five years should be in senior position.

Must be registered by Procurement and Supplies Professionals and Technicians Board (PSPTB).

1.8.3  REMUNERATION

1.9 CHIEF ESTATE OFFICER
1.9.1  DUTIES AND RESPONSIBILITIES
Head Estate and Buildings Unit.

Answerable to the Executive Director.
Head of Building and construction section.

Responsible for supervision of works pertaining to buildings, electricity, (any sanitary works) sewage and water systems.

Supervises all raw building projects undertaken by the Centre or any other external agent.
Supervises the proper use of all tools and equipment in his Unit.

Prepares Bills of quantities and cost estimates for new building projects and major repairs.
Prepares contract documents for building projects.
Prepare Architectural and engineering designs for new buildings.
Ensure the environments of the Centre are well taken care of.
Custodian of all assets of the Centre i.e. vehicles, buildings and land.
To perform any other duties as may be assigned by Executive Director.

1.9.2 QUALIFICATION AND EXPERIENCE.
Master of science in Engineering ,Real estate or Architecture.
At least ten years working experience of which five years should be in a senior
managerial level.

1.10 CORPORATE LEGAL OFFICER 1.10.1 DUTIES AND RESPONSIBILITIES
Head the Legal Unit.

Advise the Management on legal and regulatory implications of any proposed policies.
Monitor changes in various legislations and take appropriate actions.

Vet all legal documents emanating from outside the Centre in which the Centre is/will be part.
Supervise drawing of draft contracts and other legal instruments.

Prepare legal briefs on cases involving the Centre and represent the Centre in court.
Perform any other duties as may be assigned by Executive Director.

1.10.2 QUALIFICATION AND EXPERIENCE.
Masters degree in Law from a recognized University/Institution.

A practicing Certificate as an advocate with ten years relevant work experience five of which must be in a Senior Managerial Position.

1.10.3 REMUNERATION

1.11 HEAD PUBLIC RELATIONS AND COMMUNICATION UNIT. 1.11.1 DUTIES AND RESPONSIBILITIES
Head of the Public Relations Section.
Coordinate all publicity activities in compliance with the Centre’s Policies.

Provide support to implementation efforts with respect to the introduction of a new courses or review of existing ones.
Plan, develop and implement Public Relations (PR) strategies of the Centre.
Research, write and distribute press releases to targeted media.
Oversee the production of the Centre’s Prospectus and other publicity materials.

Approve information prior to publication on the Centre’s website and other print and electronic media.
Handle protocol and other arrangements for the Centre’s dignitaries.
Perform any other duties as many be assigned by Executive Director.

1.11.2 QUALIFICATION AND EXPERIENCE.

Masters degree either in Mass Communication, Public Relations or its equivalent from a recognized University/Institution.
•  Ten years working experience five of which must be in a senior managerial position.

1.11.3 REMUNERATION

1.12 POULTRY PRODUCTION MANAGER 1.12.1 DUTIES AND RESPONSIBILITIES
Head Poultry Production Unit.
Implements Poultry Production policy of the Centre.
Advices on matters concerning Poultry Production.
Prepare the budget for the Department and supervises its implementation.
Controls production and expenditure of the Department.
Markets Poultry Products in the most efficient way possible.
Co-ordinates research on poultry in the farms.
Facilitates small holder’s education on poultry keeping.

Evaluates the farms performance from time to time and issues the required periodic reports.
Evaluates performance of all workers of the Department.
Control the Department Finance.
Controls input-output relations for the Department.

Custodian of all the assets of the Department including their maintenance.

Performs any other duties as may be assigned by the Supervisor.

1.12.2 QUALIFICATION AND EXPERIENCE.

Master of Science either in Animal Production,Animal reproduction and biotechnology, Livestock or its equivalent.

• At least Nine years’ working experience of which four years should be in a senior position in Poultry farming.

1.13  DAIRY FARM MANAGER
1.13.1 DUTIES AND RESPONSIBILITIES
Head Dairy Farm Unit.
Answerable to the Director of Planning and Economic Development.

Ensures that Natural and Artificial inseminations are carried out relatively and advice the Executive Director on matting systems and seasons.

Organizes feeding regimes and ensures concentrate supplements to the classes of animal entitled.

Implement pasture development, management and utilization and advices Executive Director as suitable grazing systems.
Supervises farm recording and ensures that proper farm records are kept.

Orders and make following-up of purchases and ensures that animal feeds concentrates and additives are always available.

Supervises milking work and sales of animal products and maintains a proper record of the same.
Ensures that all animals are labeled and maintains an inventory for the same.

Maintains a proper record of newly born calves, newly bought cattle and death cases.
Prepares monthly reports of his work and submits the same to the Director.
Prepares the Unit budget.
Performs any other duties as may be assigned by the Supervisor.

1.13.2 QUALIFICATION AND EXPERIENCE.
•  Master of Science (Livestock Production) or its equivalent

At least Nine years working experience of which four years should be in a Senior Managerial Position.

1.13.3 REMUNERATION

1.14 INVESTMENT AND DEVELOPMENT MANAGER 1.14.1 DUTIES AND RESPONSIBILITIES

Head Investment and Development Unit.
Answerable to the Director of Planning and Economic Development.
Be responsible for investment related activities of the Centre.

Analyze and structure real estate investments and other Income generating Projects.

Managing and overseeing the execution, delivery, construction and operational turnover of constructed facilities, to be run by third-parties.

Assist the Director of Planning & Economic Development on the Fund’s investment related tasks.
Design the investment process for the Centre.
Perform the critical function of asset management.

Manage a portfolio of investments in KEC Development entities and other mission based organizations.
Identify new business development opportunities for the Centre.
Develop and implement new sector strategies and product/business lines.
Prepares the Unit budget.
Performs any other duties as may be assigned by the Supervisor.

1.14.2 QUALIFICATION AND EXPERIENCE.

Masters degree either in Economics, Business Administration or any other relevant field.

At least Nine years working experience of which four years should be in a Senior Managerial Position.

1.14.3 REMUNERATION

1.15 SMALL INDUSTRIES MANAGER 1.15.1 DUTIES AND RESPONSIBILITIES
Head Small Industries Department.
Answerable to the Director of Planning and Economic Development.

Identifies trendsetter ideas by researching industry and related events, publications, and announcements; tracking individual contributors and their accomplishments.

Locates or proposes potential business deals by contacting potential partners; discovering and exploring opportunities for small scale Industries.

Screens potential business deals by analyzing market strategies, deal requirements, potential, and financials; evaluating options; resolving internal priorities; recommending equity investments for Industries.

Develops negotiating strategies and positions by studying integration of new venture with company strategies and operations; examining risks and potentials; estimating partners’ needs and goals.

Closes new business deals by coordinating requirements; developing and negotiating contracts; integrating contract requirements with business operations for Small scale Industries.

Protects Industries’ value by keeping information confidential.


Enhances organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to order accomplishments.

Prepares monthly reports of his work and submits the same to the Director.
Prepares the Unit budget.
Performs any other duties as may be assigned by the Supervisor.

1.15.2 QUALIFICATION AND EXPERIENCE.

Masters degree either in Economics, Mechanical Engineering or any other related field.

At least Nine years working experience of which four years should be in a Senior Managerial Position.

1.15.3 REMUNERATION
Remuneration will be according to the Institution Salary Scale PGSS 19.

1.16 INFORMATION & COMMUNICATION TECHNOLOGY MANAGER 1.16.1 DUTIES AND RESPONSIBILITIES.

Head all ICT Services operations.
Ensure effective management of the Centre’s IT, Communications, Audio/Visual
(A/V) and Multimedia resources.
Formulate and develop ICT strategy for the Institute.
Over-see the Centre’s ICT systems and information security.
Prepare and administer financial budgets for ICT services.
Develop and maintain the KEC website, intranets and any other electronic media.
Participate in seeking new knowledge, skills and technologies.

Plan for all ICT related purchases including hardware, software and related software licenses.
Recommend appropriate ICT training for all Centre’s staff.

Provide for technical expertise in technical projects or acquisition in which the Institute may be involved.
Perform any other duties that may be assigned by Supervisor.

1.16.2 QUALIFICATION AND EXPERIENCE.

Masters degree either in Computer Science or Information Technology or its equivalent from a recognized University/Institution.

1.16.3 REMUNERATION

1.17  FINANCE MANAGER
1.17.1 DUTIES AND RESPONSIBILITIES
Answerable to the Director of Finance and Accounts.


Co-ordinates all matters pertaining to finance, costing, purchasing and stores.
Supervision and co-ordination of finance functions in all Directorates.
Dealing with budget preparation and control.
Prepares the required periodic financial reports.
Disbursement of allocated funds to different Directorates.
Custodian of all financial documents.
Advises the Finance & Accounts Director in financial matters.
Performs any other duties as may be assigned by the Supervisor.

1.17.2 QUALIFICATION AND EXPERIENCE.

Masters degree either in Accounting and Finance or Business Administration with CPA (T) or ACCA, ACMA or its equivalent.

At least Nine years working experience of which four years should be in a senior position.


1.17.3 REMUNERATION

PGSS 19.

1.18 HEAD EXAMINATION(PRE-AUDIT) UNIT 1.18.1 DUTIES AND RESPONSIBILITIES
Answerable to the Director of Finance and Accounts.

Co-ordinates all matters pertaining to finance, costing and purchasing to adhere to the rules and regulations of the Centre.
Supervision and co-ordination of pre-Audit of all payments in the Centre.
Assist in co-ordinates budget preparation of the unit.
Prepares the required periodic examination (pre-audit) reports.
Advises the Finance & Accounts Director on payment matters.
Performs any other duties as may be assigned by the Supervisor.

1.18.2 QUALIFICATION AND EXPERIENCE.

Masters degree either in Accounting and Finance or Business Administration with CPA (T) or ACCA, ACMA or its equivalent.

At least Nine years working experience of which four years should be in a Senior position,
Must be registered with NBAA as Authorized Accountant.

1.18.3 REMUNERATION
Remuneration will be according to the Institution Salary Scale PGSS 19.

1.19 RESEARCH & DEVELOPMENT MANAGER. 1.19.1 DUTIES AND RESPONSIBILITIES
Responsible to the Community Development Director.

Design operational and development plans of the Section and set Strategic plans for implementation.

Prepares the Section budget
Prepares the college monthly, quarterly and annual reports.
Coordinate all resources of the section so as to attain the goal effectively and timely.

To direct, follow-up and implement plans for short courses, extension services, research and development and finally giving feedback to stakeholders.
Evaluate the Section operation activities from time to time.
Ensure a sound inter-sectional relationship and co-operation within the Section.

Advises Community Development Manager on all matters concerning operation of Research and Development Section.

Advises Community Development Manager on how to get appropriate and adequate resources for making research on plant and livestock diseases.

Advises Community Development Manager concerning plans for short courses, extension services, Research and Development and finally disseminate to the Stakeholders Research and Development outcome done in various sections.

Performs any other duties as may be assigned by the Supervisor.

1.19.2 QUALIFICATION AND EXPERIENCE.

1.20 PRINCIPAL KIBAHA FOLK DEVELOPMENT COLLEGE 1.20.1 DUTIES AND RESPONSIBILITIES
Head Kibaha Folk Development College
Responsible to the Community Development Manager on all matters concerning
Vocational Training and FDC’s workers Training and Farmers short courses at the

College.
Supervises both the academic and non-academic staff in their day to day duties.
Prepares the college budget.
Monitors both Revenue and Expenditure for the college.
Ensures that both academic staff and students participate in self-reliance projects.
Ensures that all college assets are in safe custody.
Prepares the college monthly, quarterly and annual reports.
Ensures that the college trains farmers in short courses.
Fosters good relations in the whole College.

Supervises self-reliance projects in the college and ensures that all funds from such projects are properly accounted for.
Performs any other duties as may be assigned by the Supervisor.

1.20.2 QUALIFICATION AND EXPERIENCE.
