Description
Qualification: A University degree in Policy Studies, Economics, Development Studies, Engineering or other directly related fields. Proficiency in English language is a requirement.
General professional experience: A minimum of 10 years post qualification experience is required
Specific professional experience:
(i) At least 5 years' experience in water-related projects whose content must include institutional and policy reforms in developing countries;
(ii) experience with creating (or establishing) monitoring and evaluation (M&E) systems for the water and sanitation sector;
(iii) Experience with preparing grant proposals or implementing an NGO's grant project is required;
(iv) Experience with EDF procedures is an advantage.
Main tasks
· Facilitate institutional and policy reforms and provide technical expertise for operationalisation of reforms in the State;
· Provide expertise for the adoption of integrated water resources management approach/principles in water resources management in the State.
· Working in collaboration with UNICEF (responsible for WSSSRP III implementation in LGAs and rural communities) establish, facilitate and supervise the implementation of the State-level M&E framework to be integrated with the National M&E system;
· Provide technical expertise to the States for regular water and sanitation sector reviews and publication of sector status
· Provide administrative and advisory support to the State project steering committee
· Facilitate and provide required support to the States for capacity and skills development of counterpart staff in the project implementation and recipient agencies through training, mentoring and coaching.
· Draft ToRs for short-term assignments as needed by the project.
· Assist the State in the preparation of programme estimates for the operational costs of the State Project counterpart staff.
