RESPONSIBILITIES:
Within delegated authority, the Information Management Officer will be responsible for the following duties: General: • Manages information to support OCHA and the UN system, as well as partner organizations, prevent, mitigate, manage, and recover from humanitarian disasters and emergencies. • Provides advisory services on information management include: needs and business process analysis; organization and maintenance of UN information assets; records preservation and disposition; and information management policies and procedures, with an emphasis on technological applications.
• Researches, analyses and evaluates new applications of information technology for information management and makes recommendations for their deployment. Determine the primary data and information elements that are required internally and externally to support inter-cluster coordination and humanitarian decision-making. • Participates in public communication and information management improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of application improvements and new systems; provides user support. • Work in close collaboration with the Public Information unit to turn ideas into visual and produce high quality Info graphics • In collaboration with the Information Services Section and the Field Information Services Unit, apply global information management standards, policies and procedures to guide related activities within OCHA Office. • Establishes and maintains an information network at the national level to facilitate humanitarian information exchange and the promotion of data and information sharing protocols, in particular those developed and endorsed by the Inter-Agency Standing Committee. • Oversees technical staff in the development of databases and other applications to support the collection and processing of context specific data (e.g.: affected population, displaced populations, demographic and vulnerability data, results of common rapid needs assessment etc.). • Supports the implementation of Coordinated Needs Assessments and its related tools. The Information Management Officer ensures as well, the consolidation and dissemination of the resulting analysis of the Coordinated Needs Assessments with partners. • Implements and regularly updates the Information Management Strategy and dissemination plan for all information management related products produced by OCHA (e.g. infographics, data and maps). • Supports the advocacy, communication and reporting functions of the office through the collection, processing, storage and retrieval of documents, including images, of emergencies and vulnerability, as well as relief operations. • If required, manage OCHA staff working directly on information management and information technology activities. • Assists in programme administration, including provision of assistance to or supervision of contractual employees and General Service staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc.
• Performs other related duties, as required.

Work implies frequent interaction with the following: Clusters, humanitarian partners in South Sudan, information technology and management specialists throughout the Secretariat and other UN agencies. Unit Heads and staff in information management unit and other user clients, including external users, e.g., scholarly researchers, governments, international organizations, etc.
Results Expected: Achieves the Unit/Section’s programme objectives through: preservation and servicing of records with continuing value in support of the Organization’s operational, informational, legal and audit needs; guides OCHA South Sudan on managing paper-based and electronic records and their integration into the automated United Nations information system through the provision of advisory services and advocacy of recordkeeping standards to assure the timeliness, accuracy, completeness, efficient management, accessibility and usability of information.

Experience:
A minimum of five (5) years of progressively responsible experience in managing information in a crisis, disaster management, emergency management, humanitarian emergency or recovery context, or related area. Relevant international field experience in any of these areas is desirable. Qualifications and/or certification in the following applications are desirable: MS Access, MSExcel, MS SharePoint, ArcGIS, or similar applications.
