Terms of Reference (ToRs): Household Economic Resiliency Assessment
1.Program Background
The Rwanda USAID/Higa Ubeho program is a five-year USAID/PEPFAR- funded program with the goal to increase the use of health and related social support services among the most vulnerable, including orphans and vulnerable children (OVC), people living with HIV and AIDS (PLHA) and their families. USAID/Higa Ubeho presently operates in 16 United States Government (USG)-supported target districts, CHF International leads this consortium with international partner Catholic Relief Services (CRS), and 8 Rwandan Partner Organizations (RPOs).
The program provides holistic support for vulnerable families through a wide range of services that include economic strengthening support provided through Internal Savings and Lending Groups (ISLGs) and Cooperatives. The USAID/Higa Ubeho team has developed a simple plan for categorizing and tracking the economic resiliency levels of economic strengthening support beneficiary families. The plan employs the three typologies of family situations as outlined by the USAID OVC Task Force economic resiliency pathway: Families In destitution, Families struggling to make ends meet and families prepared to grow. In August 2012, the Higa Ubeho program implemented the ‘Household Economic Resilience Assessment’ which established household economic resilience levels for a sample of program supported households. This assessment follows a Longitudinal Cohort Study (LCS) with the data collected in August 2012 serving as a baseline, the program plans to collect data on the same indicators annually for the remaining duration of the program and presently seeks a qualified consultant/consultancy firm to implement the second phase of this assessment (Year two).
2.Objectives of the assessment
This assessment will aim to assist the USAID/Higa Ubeho program to track and assess changes in the economic resiliency levels of households participating in Internal Savings and Lending Groups, Farmer Field Schools, and Positive Deviance Hearth Groups. The information obtained through the assessment will provide additional insights and knowledge on household outcomes, as well as support evidence-based decision making on emerging program strategies and services.
The specific objectives of the assessment are:
Throughout the research, the team will work closely with, and receive guidance from CHF International technical teams.
Data collection for the same households sampled during the baseline will be implemented using a mainly quantitative questionnaire pre-designed by the program. Data collection will be implemented by trained and experienced data collectors hired by the research consultant. Additionally, the team will be supported by ISLG community volunteers who will facilitate the data collectors in identifying the location of the beneficiaries to be interviewed.
The program designed Household Resiliency Index (HRI) will be used to classify households and further analysis using statistical software will be implemented to compare the results to LCS baseline resiliency levels and determine changes in household economic resiliency across the sampled households.
4.Scope of Work
The Assessment sample consists of approximately 500 households across Six program supported districts; Gakenke, Gasabo, Karongi, Kicukiro, Muhanga and Nyagatare.
5.Key Tasks
This assignment should be completed within 30 working days
7.Logistics
All logistical costs including transportation, data collection and printing costs will be covered by the consultant and should be detailed and reasonably priced in the financial proposal. All expenses will be reimbursed based on the submission of receipts.
