EU Technical Assistance Facility for the “Sustainable Energy for All” Initiative (SE4ALL) Western and Central Africa
Kommunalkredit Public Consulting GmbH (KPC), a leading Austrian consultancy and programme management firm specialised in the environmental and energy sector financing, is participating in a bid for the EuropeAid Project, “EU Technical Assistance Facility for the “Sustainable Energy for All” Initiative (SE4ALL) Western and Central Africa”. The project will support the targeted developing countries to improve their policy and regulatory framework conditions aiming at providing attractive and enabling conditions for increased public and private investments in energy access, energy supplies, renewable energy as well as energy efficiency.
Objectives
The specific objectives of this contract are to provide assistance to the West and Central African countries (including to any relevant regional structures as appropriate) to increase their administrative and technical capacity for sector policy analysis, development and implementation and to accelerate and implement positively, efficiently and effectively their sector reform policies on access to sustainable energy, energy efficiency and energy supplies and thus to facilitate the implementation of the investment projects for the development of the infrastructure that is needed to meet the SE4ALL objectives.
Therefore, we are looking for short-term and long-term experts that meet the following criteria:
Qualification and Skills
- At least a 4 year University degree in energy efficiency related discipline;
- Proven communication skills (oral and written);
- Knowledge of energy efficiency, environmental and transverse issues in developing country context.
General Professional Experience
- Minimum 7 years’ of development cooperation experience (in areas including policy and planning) in the energy sector
Specific Professional Experience:
- Minimum 3 years’ experience of in assisting developing countries in national energy sector policy analysis and development (including access, supplies, efficiency and reforms, and capacity building on policy and regulatory framework);
- Work Experience in energy or infrastructure in Africa;
- Work experience in technical, economic or environmental preparatory work of energy investment projects;
- Work experience in the identification and preparation of investment projects including the mobilisation of fund and facilitation of partnerships and/or leveraging of private investment would be an advantage.
