Responsibilities
This position is located in the Rule of Law and Security Institutions (ROLSI) Group of the United Nations Assistance Mission in Somalia (UNSOM), based in Somalia. The Director of the Rule of Law and Security Institutions Group reports to the Special Representative of the Secretary-General (SRSG) through the Deputy Special Representative of the Secretary-General (DSRSG) of UNSOM. Within delegated authority, the Director will be responsible for the following duties:
  • Lead, manage and ensure the coherence of the work of the Rule of Law and Security Institutions (ROLSI) Group, including by developing overarching, integrated strategies in the rule of law and security institutions areas in accordance with UNSOM's mandate; providing political and strategic direction; and overseeing the management of the components in the ROLSI Group in the areas of Security Sector Policy, Advisory and Coordination, Police, Joint Justice and Corrections, Mine Action, DDR/disengaged combatants and Maritime Security;
  • Ensure the alignment of the ROLSI Group's strategy with UNSOM's overall political mandate;
  • Guide UNSOM's strategic engagement with Government, bilateral and regional partners, as well as civil society actors relevant to the development of the rule of law and security institutions;
  • Support the Somali authorities and relevant stakeholders in the development and implementation of a national strategy for the extension of rule of law and security institutions throughout Somalia, starting with the recovered areas;
  • Establish and maintain contacts and effective relations with national officials, at both regional and federal levels, with relevant professionals, government officials and civil society representatives (including counterparts in relevant Ministries, relevant special advisors, the security forces, Legislative Assembly, the courts, associations of legal professionals, law school, women's groups, non-governmental organizations, diplomatic missions and donors, and the media);
  • Support the SRSG and DSRSG in ensuring a coordinated approach of the UN common system and the wider international community to security sector reform, justice and corrections, police, DDR/disengaged combatants, maritime security, and mine action, by developing close partnerships with international partners including relevant member states, the African Union, AMISOM, the European Union, and bilateral governments;
  • Assume responsibility for effective partnerships between ROLSI components with other UN entities based on comparative advantages;
  • Oversee the implementation of concrete activities by UNSOM in the rule of law and security institutions area, in support of the Federal Government's effective leadership of coordination structures for the security and rule of law sectors;
  • Hold ROLSI managers accountable in pursuing a common UN approach to rule of law and security sector issues, including coherence with the implementation of UNSOM's overall mandate;
  • Oversee the preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates by the ROLSI Group;
  • Respond to requests, and strategic guidance and support from Headquarters, including from DPA and DPKO;
  • Perform any other task as appropriately requested by the SRSG or DSRSG.

  • Professionalism:Significant knowledge of rule of law and security sector reform in post-conflict settings; Proven leadership and managerial skills; ability to work with a national stakeholders and a wide range of technical experts including police, military, public administrative and judicial actors; experience in the design and implementation of SSR programmes/projects; ability to manage multiple tasks simultaneously; proven strengths in policy and operational-level coordination; strong analytical and problem-solving skills, including ability to identify and participate in the resolution of issues/problems; ability to apply good judgment; ability to plan own work and manage conflicting priorities. Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations. Demonstrated ability to provide leadership and take responsibility for incorporating gender perspectives into substantive work; commitment to the goal of achieving gender balance in staffing.
  • Planning and organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required. Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments.
  • Judgement/Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on the Organization; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines that the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.
  • Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; Makes sure that roles, responsibilities and reporting lines are clear to each staff member; Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; Monitors progress against milestones and deadlines; Regularly discusses performance and provides feedback and coaching to staff; Encourages risk-taking and supports creativity and initiative; Actively supports the development and career aspirations of staff; Appraises performance fairly.
QUALIFICATIONS
EducationAdvanced university degree (Master's degree or equivalent) in the governance, law, management or administration of the business, public or security sector, in international relations or a related field; a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 15 years of progressively responsible experience in the field of law, international affairs, governance, institutional development, leadership, programme and/or project management and evaluation, or a related area is required. At least five years of experience managing inter-disciplinary and/or multinational teams is required. Professional experience working with the United Nations Common System (including peacekeeping, political missions, and/or UN agencies, funds and programmes), or another international, regional, governmental, or non-governmental organization engaged in the promotion of and respect for reforms relevant to this position is required. Proven experience working with Governments and other relevant stakeholders in countries emerging from conflict is required. Significant experience in the development and/or implementation of rule of law, DDR, or SSR programmes and/or projects is desirable.
Languages
French and English are the working languages of the United Nations Secretariat; for the post advertised, fluency in oral and written English is required; knowledge of Somali, or of other official United Nations language, preferably Arabic, is desirable.
Other Skills
Certificates of attendance from formally recognized or accredited rule of law, DDR and/or SSR-related programmes and training courses would be an advantage. (Charter of the United Nations - Chapter 3, article 8). English and French are the two working languages of the United Nations Secretariat.
