 ActionAid Burundi (AAB) seeks to recruit a highly qualified and experienced professional in Tax Justice and Campaigns to support ActionAid Burundi in building the capacity of selected staff and 4 partners, PARCEM, CADEC, RPPR and CPDK, within the issue of tax justice and campaigns, as well as in building a CSO’s platform on tax justice and movements aiming at fair and equal taxation system and provision of quality and gender responsiveness of public services.

 

ActionAid Burundi is an International NGO working in Development and Humanitarian sectors. It started work in Burundi in 1976 and currently works at the national and community level. It is implementing its programs in 5 Local Rights Program through several partners. Since 2013 AA Burundi has its new CSP and is working on 3 priority areas which are namely: Sustainable agriculture for women; Quality public education and youth leadership and; Participation of the poor and marginalized to demand transparency and accountability.

 

AAIB has a head quarter in Bujumbura capital of Burundi and three offices in RUYIGI, RUTANA, and KARUSI provinces, the poorest provinces in the country, where implementing program staff (41 staffs) are based. ActionAid Burundi is a member of a network of International NGOs (RESO) working in Burundi. This is a platform as well for sharing policy analysis and information. In relationship with tax justice and redistribution, AAIB is planning to focus on public finance management (taxation, tracking budget allocation and expenditures, monitoring budget implementation at national and decentralized level).

 

The Tax Justice and Campaigns Advisor is placed through the People4Change program; which is a people-to-people support programme providing capacity development support to ActionAid and her partner organisations.

Key result areas:

• Support capacity building in various themes related to the understanding of tax justice in relationship with social inequality and the provision of public services by government. This will be done primarily through stakeholders mobilization, networking, research and policy analysis, campaign designing, advocacy plans and so forth
• Support the setting up of a CSO’s platform and movement on tax justice from community to national and regional level
• Supporting in national movement building within the area of tax justice, and to connect it to other regional platforms on tax justice in the East African region
•  AAB focal person on Tax Justice and members of the National Tax Justice Network have in-depth knowledge of Tax Policies and relationship with Inequality and the provision of public services.
• By end of 4th Quarter 2014, all members of the National Tax Justice Network and at least 4 national strategic national players are trained in the concept and principles of Tax Justice campaign
• Burundi National Tax Justice Network and other key governance partners are united and empowered to monitor tax justice violations, mounting facts-driven campaign mobilisations and advocacy targeted at private companies and government tax authorities and demanding mechanism for CSO’s voices in budget decision making processes
• Burundi Tax Justice Network focal persons have increased capacity to design basic research tools and track tax payment and tax avoidance and are able to use various tools on tax justice and strategies to hold accountable institutions and private companies. There is also joint planning of action research activities by Network members
• Evidences are generated along with information about government actions and positions to inform advocacy planning and tactics

Required qualifications:

• Master’s degree
• At least 5 years minimum working experience in the social development field
• At least three years’ experience in leading an advocacy and campaigns project/programme within an NGO.
• Excellent verbal and written communication skills in French and English
• Excellent capacity development and coaching skills
• Experience of working in the areas of taxation, national development strategies, development finance or extractives/natural resources issues,
• Proven success in developing an effective regional or international policy and campaigns strategy and enabling others to deliver action plans and budgets to support the strategy.
• Well-networked with a strong knowledge of regional development and socio-economic justice issues and movements.
• Understanding of gender issues in development and demonstrable commitment to promoting gender equity within the organisation and in policy work
• Proven initiative, flexibility and enthusiasm in managing complex activities in a changing environment.
• Personal familiarity with strategic policy analysis, and governmental and inter-governmental institutions at pan-African, global and sub-regional (EASA/WACA) levels, and an understanding of the strategic inter-linkages between r institutions and arenas

EXPECTED STARTING DATE: November 1^st 2013 – The Advisor will be expected to participate in a Human Rights Based Approach training course on November 1^st, therefore the starting date is not considered flexible.

This is a fulltime position of 24 months, with the possibility for renewal. Contract start is subject to approval of work permit. The Tax Justice and Campaign Advisor is placed through ActionAid Denmark’s People4Change program; a people-to-people programme providing development support to ActionAid Country Programs and their partner organisations. As People4Change is a cross-national program, aiming at building tolerance, respect and expertise across cultures and borders, this position is not available for permanent residents of Burundi. ·         August 29^th: Phone/SKYPE interviews with shortlisted candidates

·         September 16^th: Personality Assessment feedback via SKYPE

·         September 19^th and 20^th: Face-to-Face interviews at AA Ghana’s main office in Bujumbura, Burundi
