Title: International REDD+ Expert (Consultancy - 90 Days, Pakistan Country Office)
Background
The International Centre for Integrated Mountain Development (ICIMOD) is a regional intergovernmental knowledge management, learning, and sharing centre serving the eight regional member countries of the Hindu Kush Himalayas (HKH) – Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal, and Pakistan. Together with its partners and member countries, ICIMOD is committed to securing a better future for the people of the Hindu Kush-Himalayas through the development of an economically and environmentally sound mountain ecosystem. With the overarching goal of climate change adaptation, the current areas of work include the cryosphere, biodiversity, forestry/REDD+, natural disasters, and transboundary air pollution.
ICIMOD is providing technical assistance to the Government of Pakistan in implementing the Cancun Agreement on REDD+ under the project ‘REDD+: Preparedness Phase for Pakistan’, funded by the One UN Joint Programme on Environment (JPE). The Project Office is located in Islamabad and works in close coordination with the Office of the Inspector General Forests, which acts as the National Focal Point for REDD+. ICIMOD is looking for suitable International REDD+ Expert to fill this consultancy position as soon as possible.
Responsibilities and tasks
Under the overall guidance and direct supervision of the ICIMOD Pakistan Country Representative and the Inspector General Forests–National Focal Point for REDD+, with the technical backstopping of the REDD+ expert team at ICIMOD Headquarters in Nepal, the incumbent will carry out the following tasks:
- Review and report on the South Asia regional progress on REDD+ capacity building, particularly regarding the effectiveness of different training modules and methods
- Develop a national REDD+ capacity building programme, keeping in view relevant decisions of the Conference of the Parties to UNFCCC, building on the recommendations of earlier workshops held in Pakistan and regional experiences
- Design, plan, and organize training and capacity building workshops for different levels of stakeholders, in collaboration with WWF, the National Programme Manager, and the National Focal Point for REDD+
- Provide leadership for the development of consultancy services for setting aims and objectives, planning, business development, delivery, and measurement/monitoring of progress against objectives
- Coordinate exposure visits to REDD+ sites for different stakeholders; explore different funding possibilities from outside the project for these visits
- Develop an inclusive national REDD+ forum as a permanent platform for policy and action dialogue on REDD+ related subjects
- Identify bilateral and multilateral sources for REDD+ funding, both for readiness and implementation phases; negotiate with the donors and develop project proposals in specified formats for the UN-REDD Programme, Forest Carbon Partnership Facility, and others
- Develop a comprehensive report on the national REDD programme in line with the UN-REDD format, consisting of a roadmap for REDD+ implementation in Pakistan, after broad-based stakeholder consultations
- Develop a proposal for the next stage of the national REDD+ project
- Edit and finalize workshop reports and other documents generated by project staff, for final approval and publishing
- Execute any other task to be assigned with the mutual agreement of ICIMOD, the Office of the Inspector General Forests, and the incumbent
Minimum Qualifications
- Advanced university degree (masters degree or higher) in Forestry, Environment, NRM, or a related discipline, with specialization in climate change, forest carbon, or a closely matching field
- Minimum of 15 years of progressively responsible relevant professional experience in training, capacity building, project preparation in the areas of environment, forestry, climate change, and carbon accounting with reference to the Clean Development Mechanism (CDM) (Afforestation and Reforestation [A/R] and Land Use, Land Use Change, and Forestry [LULUCF])
- Working knowledge, preferably through personal participation, of international negotiations on climate change under UNFCCC, the Cancun Agreement, and the Annex II stance on substantive issues of REDD+
- Familiarity with the UN-REDD Programme and other forums on REDD+ funding, market situation, private-sector involvement, and national REDD+ programmes and strategies of developing countries

Duty Station
The duty station is ICIMOD Pakistan Country Office located in the National Agricultural Research Council (NARC) premises, Islamabad, with frequent travel in the country.

Remuneration
ICIMOD consultancy regulations will apply, not exceeding the allocated budget.
