Salary Range: £24,245-£30,853 (net of tax & social security) per annum, plus competitive benefits. (Please note, this post also currently attracts a "hard to work allowance" of £4,000 net per annum)
Background
Oxfam GB has been present in DRC for more than 30 years and are currently working in 5 different provinces across DRC, south Kivu, north Kivu, Province Orientale, Equateur, and Kinshasa with a total value of approx. £14 million GBP. Depending on the province, the priority areas of programme implementation is currently: • Deliver high quality and timely humanitarian response in conflict zones to meet emergency needs (particularly in public health but also livelihoods); • Protection of women and men from threats of violence, coercion, and deprivation; • Support transition to more stable governance in through support to existing structures at various levels to deliver basic services (particularly in the sector of public health and education); • Support access to markets and resources for increased food and livelihood security.
The role
Reporting to the Deputy Country Director, you will be in charge of a team of Program Managers and other Provincial coordination staff in North Kivu, representing and managing Oxfam GB's programme at provincial level in DRC. You will take responsibility for the resources used within a specific province, including management and development of people, budgets, and funding plans. The focus of your role will be ensuring that Oxfam's programmes have increased impact, by developing and delivering on agreed plans and strategies, building and maintaining relationships with key donors, coordinating and integrating technical issues as well as advocacy representation with key stakeholders.
The Person
This role has a challenging scope and we are looking for someone with significant experience of humanitarian and programme development work, with an excellent and mature understanding of relevant issues derived from field experience in both relief and development environments. To be successful in this role you will have demonstrable experience of leading on development of programmes, including assessment of external context and internal resource capacities. You must be an analytical thinker and communicator, able to delegate and be an inspiration to others. You will have an unquestionable track record of effective management of people and resources, well-developed diplomacy, tact and negotiation skills. As a team player, you will have excellent interpersonal skills, and an ability to maintain a steady focus on strategic priorities. Fluency in written and spoken French as well as English is essential.
