ABA ROLI is recruiting an experienced professional who will provide expertise and support in building the capacity of local law schools in the Democratic Republic of Congo (DRC), which will allow law schools to offer Continuing Legal Education (CLE) to legal professionals. This professional will carry out two principal activities:
Train and support ABA ROLI project staff and consultants to develop useful, consistent, and accurate case/legal analyses of SGBV cases for use within a civil law context. Train university law professors in interactive adult/professional-level training methodologies, so that they may collaborate to develop Continuing Legal Education (CLE) courses for justice sector actors. This will be a “Training of Trainers” session, in which law professors will gain their first exposure to and experience with CLE in the context of SGBV and the 2006 Congolese law that addresses SGBV, as well as relevant international treaties and conventions.
To achieve this, it is expected that the consultant will be required to:
Develop and implement a work plan and strategy for the training of ABA ROLI staff in the development of case analyses. This may include a lesson plan for formal training sessions, or may include an action plan for collaborating work sessions. Develop and follow a lesson plan for a week-long training program of university law professors Spend at least two (2) weeks in the eastern DRC (Goma / Bukavu) during the month of March 2012 and be available for an additional six (6) weeks (remotely) to serve as an advisor and mentor to trainees. Draft a report and résumé of training activities carried out while in country. Provide technical support to trainees in an advisory role for trainees who were engaged with while serving in-country. Draft a final report of activities for submission to ABA ROLI.
Qualifications
This professional is expected to have the following qualifications or assets:
Ability to speak, read, and write French fluently is required. A law degree and 3+ years of experience. Experience in international development and/or the rule of law are a particular asset. Experience working or practicing within a civil law system, particularly with respect to case analysis, or knowledge thereof is required. Experience in developing and leading legal courses. Continued Legal Education courses would be a plus. Knowledge of adult/professional-level interactive teaching methodologies.
