The basic purposes of this position are to manage the activities and infrastructure related to the operation of the ASL-GQNC and to coordinate ASL activities to the service facility of GQNC, which carries out a critical service to the scientists of IRRI.
• ASL-GQNC is committed to manage and minimize risks in the conduct of analytical research support activities and to provide a safe work environment for staff, students, and visitors. We have been using quality assurance program that has been upgraded to comply with international quality standards for testing laboratories and ASL is now the first IRRI laboratory accredited to ISO/IEC 17025 since 28 November 2010. A Laboratory Manager position is required to ensure maintenance of its accreditation, to provide constant leadership in the timely assessment and management of risks, and in proper documentation, upgrading, and maintenance of methods, equipment and facilities.
• ASL requires high quality, reliable and timely delivery of analytical data to its IRRI research customers. A Level 7 position is needed to direct the work flow and ensure that analysis results are satisfactorily meeting customers’ requirements and provided in a timely manner. This position will be responsible for the upgrading and improvement of the services provided to IRRI research programs and collaborators.
• The current trend in funding (increasing restricted vs decreasing unrestricted) requires a new approach to management of OU budget. A Level 7 position is needed to coordinate research project activities as well as assist in budget planning, and in implementing the full cost recovery policy for the ASL-GQNC.
Major accountabilities/Responsibilities
• Provides leadership to the team by managing all analytical and operational activities of ASL including: personnel, documentation, sample custody and data quality, direct operations of ASL’s sample preparation facilities and Radioisotope Laboratory, and conducts recurring staff and client meetings to ensure alignment of priorities.
• Manages staff development and continuing education by conducting technical and safety awareness training, coaching and mentoring of supervisors, evaluating staff’s performance, and hiring new personnel.
• Handles financial management of ASL’s capital and GOC budgets and revenues by planning, reviewing and approving purchase of laboratory supplies and equipment critical to chemical analysis, monitoring financial expenditures and budget, lead in the development of a full cost recovery infrastructure for ASL, and preparing ASL’s monthly chargeback for submission to Finance Department.
• Implements ASL’s conformance to management and technical requirements of ISO 17025 accreditation by developing quality and performance indicators for ASL’s quality objectives, acting as Lead Auditor in the conduct of its monthly horizontal internal audit plan and annual management review and ensuring that corrective actions are followed-up and implemented as per agreed time.
• Works on expanding ASL’s scope of ISO 17025 accreditation by reviewing additional SOPs for plant and soil analysis for their method validation, measurement uncertainty estimation and full documentation.
• Ensure clients of ASL’s capability and capacity to perform requested work by efficiently planning to optimize the staff’s productivity, plan & allocate resources to ensure the availability of functional equipment and continuous improvement in the QA program and client interaction
Technical responsibilities
• Provides expertise to staff in analytical chemistry and quality assurance (ISO/IEC 17025)
• Provides technical support and training to customers and other IRRI staffs on consultations and inquiries related to plant and soil analysis, chemical safety, waste disposal and other analytical concerns
• Develops new non-routine analytical methods for specialized projects requested by customers
• Conducts internal audit and management review of ASL operations and documentation
• Conducts regular technical and safety training for ASL staff and IRRI RMQA group
• IRRI’s Radiation Safety Officer that implements IRRI Radiation Safety Program in accordance to PNRI regulations across the institute
• Develops customized Radiation Safety Courses for IRRI radioactive material users and conducts training for IRRI as needed
Qualification requirements
• MSc degree or equivalent experience and training in Analytical Chemistry and Laboratory and Research project management
• 10 years laboratory and research experience, preferably related to rice research
• Laboratory management skills, organisational skills, computer skills, effective communication and presentation skills, knowledge of occupational health and safety and good laboratory practice, competence in ISO/IEC 17025 standards, marketing and supervisory skills, ability to innovate and improve analytical service processes and customer service.
