DUTIES AND RESPONSIBILITIES
Under the overall supervision of the Executive Secretary and following the guidelines of the Scientific Committee, the incumbent will undertake scientific work allocated to the Secretariat. In particular, the incumbent will:
• Provide scientific advice and conduct analyses in support of the scientific and fisheries management activities of IOTC Members;
• Advise IOTC Members on the development of a Management Strategy Evaluation;
• Coordinate the delivery of capacity building initiatives to benefit IOTC members in the area of fisheries science;
• Undertake analyses to quantify the effects of fisheries on non-target species and overall on marine ecosystems;
• Develop and test population models to provide the best possible analytical tools for stock assessment, including the use of operating models in management strategy evaluation;
• Report on model developments in the scientific literature, user manuals and websites, as appropriate;
• Prepare the IOTC Executive Summaries for the various species;
• Undertake stock assessments for IOTC species and other species as required, in order to estimate the current status of these stocks and the impact of fishing upon them;
• Prepare assessments and other scientific research documentation for presentation to working party meetings and the annual meeting of the Scientific Committee;
• Perform other related duties as required.
MINIMUM REQUIREMENTS
Candidates should meet the following:
• Advanced university degree in fisheries science or statistics
• Seven years of experience in fisheries research and stock assessment, ideally in tuna fisheries, including: experience in the planning and implementation of fisheries research projects, and the analysis and interpretation of the results there-from, and in the formulation of scientific advice for fisheries management purposes
• Working knowledge of English
SELECTION CRITERIA
Candidates will be assessed against the following:
• Extent of experience and demonstrated proficiency in the techniques relevant to the stock assessment and fisheries data to provide management advice.
• Extent of knowledge of mathematical statistics and modeling techniques, fisheries science, and a general knowledge of ecosystem dynamics, including demonstrated programming skills in high-level statistical languages such as R or S-Plus.
• Extent of advanced knowledge of current methods used in fisheries stock assessment and the use of scientific information in fisheries management, in particular, integrated catch-at-age stock assessment techniques such as MULTIFAN-CL and SS3; and statistical language R.
• Excellent time and project management skills
• Good communication skills in English both in written and oral presentation of scientific results to diverse audiences;
• Interpersonal skills of a high order, including the proven ability to manage scientific and support staff in a team environment and to manage relationships critical for collaborative research projects.
• Extent of previous experience in similar research;
• Demonstrated academic output on relevant subjects;
• Working knowledge of French will be considered an asset.
