Description: | This position is responsible to ensure the smooth management of financial operations for the Global Fund project managed by SANRU, NGO in partnership with IMA World Health (IMA) in DR Congo. |
Duties: | 1. Work in close collaboration with the Principal Coordinator, Operations Manager and HIV and Malaria Project Managers for all financial management issues relating to the Management Unit responsible for managing the projects. 2. Collaborate with and provide daily bank statements to the SANRU Accountants to verify cash balances on hand to ensure that cash on hand is for immediate cash needs. 3. Ensure appropriate auditing procedures and Global Fund requirements are followed. 4. Track line item expenditures in budget and report weekly, the balance of the budget versus expenses. 5. Ensure that timely cash withdrawals are made and that weekly cash demands are met and that end-of-week cash-on-hand balances are kept as low as possible. 6. Initiate all checks and transfers for Global Fund projects checking accounts. 7. Co-sign and effectively approve all expenditures and ensure that they conform to the approved budget lines and with the availability of funds. 8. Review and correct the coding of expenses for Global Fund and its sub-recipients. 9. Coordinate the budget preparation process in collaboration with Project Managers for each project based on past and projected activities and anticipated procurement for the coming fiscal year. 10. Coordinate the preparation and submission of reports to Project Management on a monthly basis. 11. Coordinate the preparation and submission of reports to Global Fund on a semestrial and annual basis. 12. Oversee and coordinate reviews of the Global Fund projects by the Local Funding Agent. 13. Oversee and coordinate annual audit of the Global Fund projects in with a local, approved auditing firm. 14. Prepare financial reports of the projects on monthly/quarterly basis, as appropriate. 15. Maintain current and accurate accounting data for the Global Fund Projects in SanruTracker. 16. Oversee monthly bank reconciliation for Global Fund bank accounts. 17. Monitor prior approval requirements for grants, i.e.; international travel, trainings, etc. 18. Review Sub-beneficiary monthly and quarterly reports. 19. Performs related work as assigned. 20. Other international and in-country travel may be required. |
Qualifications: | 1. Minimum of Bachelor’s degree in Accounting or related field 2. Minimum of five years experience in accounting. 3. Five years or more experience working and/or living in a developing country. 4. Ability to work with large amounts of financial and accounting data, analyzing and interpreting that data. 5. Proficiency in oral and written French is preferred. 6. Excellent verbal and written communication skills 7. High degree of organizational and reporting ability with attention to detail and deadlines. 8. Ability to work effectively and independently in a cross-cultural environment with diverse personalities and working styles. 9. Skill in establishing and maintaining effective working relationships. 10. Strong interpersonal skills that demonstrate a proven record of being an effective part of a team-oriented staff. 11. Appreciation for and willingness to commit to the corporate mission of IMA as a service arm for relief and development agencies linked to U.S. Protestant denominations and overseas faith-based partner agencies. |
