EngenderHealth is an international NGO funded by the United States Agency for International Development (USAID) in Tanzania. CHAMPION Project (Channeling Men’s Positive Involvement in a National HIV/AIDS Response) Project which seeks to increase positive male involvement in HIV and reproductive health, is funded by USAID and led by EngenderHealth. The project is implemented in ten regions throughout Tanzania, with the main office located in Dar es Salaam. CHAMPION invites applications from suitably qualified candidates to fill in the Deputy Chief of Party and Technical Director post based in Dar es Salaam, Tanzania. This position is open to Tanzania nationals only.
Scope of Position
The Deputy Chief of Party for the USAID Tanzania Channeling Men’s Positive Involvement in a National HIV/AIDS Response (CHAMPION) project works closely and in a complementary fashion with the Chief of Party to effectively lead and manage the project. This includes the achievement of the vision and strategy of the Project, and managing key relationships with the Project’s staff, international and local partners, and other key stakeholders, including other donors and cooperating agencies. He oversees and provides supervision to program staff and provide technical support to the design and implementation of the CHAMPION strategy.
Specific responsibilities:
The Deputy Chief of Party is the alter ego of the Chief of Party and the individual who is responsible to interface with local and implementing partners. He holds a key position in terms of building successful relationships with local partners and ensuring the transfer of skills and sustainability of projects goals and achievements. He leads and manages the technical strategy of the project. Responsibilities include:
- Acts on behalf of the Chief of Party in her/his absence.
- Works with the COP and senior staff in the development, successful implementation, and monitoring of the Tanzania CHAMPION project’s five-year strategy coordinating closely with USAID, partners, Project staff, and other key stakeholders.
- In tandem with the Chief of Party, oversees, administers, supervises, and manages performance of all members of the Project team with regard to the terms of the USAID cooperative agreement.
- In the Chief of Party’s absence, represents the Project to country partners, other donors and cooperating agencies to further the aims of the Project; ensure its staff maintain effective and collaborative working relationships with all stakeholders and collaborating agencies.
- Plays a key role in the development of the annual workplan and budget and assists the Chief of Party in reporting to USAID and the headquarters office on project programmatic and financial performance and presenting to USAID the Project’s annual workplan and budget.
- Oversees and provides technical support to Project staff in areas related to HIV/ gender norms, men as partners programmatic issues, workplace HIV programming, community engagement and policy and advocacy.
- Oversee monitoring of the project progress with regard to the terms of the USAID cooperative agreement.
- Works closely with technical staff to identify best practices and lessons learned coming from Project activities and oversee the development and implementation of the knowledge management plan
- Assists the Chief of Party in leading senior staff and ensure effective collaboration, teamwork and collegiality.
Qualifications
- Advanced degree specializing in public health or relevant are related to international health and development
- At least eight years working in the international health arena related to reproductive health, HIV/AIDS, health communications or social marketing
- Sound technical knowledge related to HIV/AIDS work, and experience with gender initiatives such as Men as Partners program.
- Understanding of PEPFAR goals and initiatives
- Experience working with USAID or with USAID-funded projects in maternal health, FP/RH and/or HIV/AIDS
- At least four years of senior project management experienced related to donor-funded development programs
- Fluency in English (FSI - S4/R4 equivalent) and Kiswahili
- Demonstrated leadership in working and collaborating with other donors, USAID, other donor-funded organizations, and host country officials from the public, private commercial, and NGO sectors.
- Demonstrated team building skills
