COUNTRY DIRECTOR SOUTH SUDAN
Job Location: Juba, Republic of South Sudan
Contract: 1 year (extension is possible)
Starting date: As soon as possible
As Country Director (CD) you are overall responsible for War Child’s country programme and team in South Sudan. As such, you chair the Management Team and lead and control the cohesion between the different departments and disciplines: program implementation in Field locations Torit and Juba, Program development and quality control through the Programme Development Unit as well as financial, operational and security Management through the Operations Support Manager. As CD you directly supervise the management team (4) and indirectly a team of local staff (app 40). You report to the Deputy Director of Programmes based at headquarters in Amsterdam.
War Child program in South Sudan
The Republic of South Sudan recently became the world's newest nation. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. War Child Holland has been working in South Sudan since 2006. The programme purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme achieves this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War Child Holland in South Sudan has its country office in the capital Juba and field offices in Juba and Torit. Until date, the South Sudan programme has been supervised by a Country Director based in Khartoum. Through this appointment, the South Sudan programme will be established as an independent country programme
The duty station
Juba is the Capital of the new Republic of South Sudan and is connected by flights to the neighbouring countries. It is a fast growing town of several hundred thousand inhabitants with a booming construction industry and fast expanding informal settlements. Power supply is erratic and Juba otherwise deals with the various problems of too rapid growth such as increasing level of crime. Supplies and consumer goods are generally available, though expensive. In spite of limited services, Juba has a wide range of restaurants and a growing number of recreational facilities of reasonably good standard. There is a relatively large International NGO community in Juba with a strong NGO forum that provides a platform for coordination. Yei, where some programme activities take place, is several hours drive from Juba.
South Sudan is a non-family duty station
Primary responsibilities
• Ensure Country Strategy & derived Strategies are developed, adhered to and employed in the most effective manner to the beneficiaries;
• Ensure coherence & cohesion between various teams and departments;
• Oversees all external relations and sets parameters for maximum utilisation to the maximum benefit of the WPA;
• Final responsibility for fundraising and financial capacity;
• Final responsibility for programme development and implementation
• Final responsibility for security, HR, logistics, finance and grant management;
• Heads the Management Team.
Profile
• A strong leader with at least 5 years relevant experience in an international/ humanitarian context of which 2 years in a senior position (e.g. as Representative or Country Director);
• Relevant academic background e.g. international relations, social sciences, business administration;
• Able to manage a large and diverse teams on a distance;
• Knowledge of child development and children’s rights issues;
• Knowledge of financial management & control, grant management and human resource management;
• Result- focused, good problem solving and social skills;
• Stress-resilient to be able to cope with deadlines and complex problems;
• Excellent written & oral expressions skills;
• Affinity with War Child’s mandate;
• Required: fluency in English, both written and verbal.
