The Organisation
Avocats Sans Frontières is an international non-governmental organization, whose mission is to contribute towards the development of just and equitable societies in which the law serves the most vulnerable groups and individuals.
Avocats Sans Frontières has permanent missions in Burundi, Rwanda, the Democratic Republic of Congo, Uganda, Nepal and Tunisia, and implements projects in Israel / Palestine, and Chad and Tanzania. ASF works closely with lawyers and civil society to ensure the effectiveness and sustainability of its projects.
Background
Favored by the long-lasting conflict as well as by rampant poverty in the country, child trafficking has become a major problem in Uganda, particularly in areas close to the borders in the north, north-east and south-east of Uganda, and around Kampala. Uganda is identified as a source country for international child trafficking but not as a destination country. They are taken across the border into neighbouring countries and may eventually end up in the Middle East and other non-African countries. The domestic child trafficking trade is also developing extensively. Children are generally taken from rural areas into urban centres where they are sold for slave labour, prostitution and other forms of exploitation.
In response to the high occurrence of crimes committed against children and the particular vulnerability of children in Uganda, the actions set out in the proposal aims to prevent child trafficking, prosecute those responsible both to bring justice to victims and to fight against impunity, and protect children from any future injustices. More specifically, these actions aim to raise awareness among the community about the seriousness of child trafficking and the long-term effects that such traumatic experiences have on these children and about children’s rights; build the capacities of the judicial system, so that they are better able to deal with the particular issue of child trafficking; provide legal aid and assistance to victims; and network with civil society organizations to lobby for the adoption of harsh legislation and concrete measures to combat child trafficking and ensure that the laws guaranteeing children’s rights are adequately enforced by the judiciary. The project is implemented in partnership with FIDA Uganda, a local partner.
Objectives of the assignment
The consultant will review and analyze the existing project and assess what have been the main strengths and weaknesses to the successful delivery of the project outcomes. The purpose is to use this information to inform future programming.
To this end, the consultancy will carry out the following tasks:
- Assess the progress towards achievement of the project objectives as outlined in the project document;
- Assess the structure and performance of the project management team (ASF in partnership with FIDA Uganda)
- Identify lessons learned, from the implementation of the project’s activities, clearly identifying strengths and weaknesses;
- Provide guidance and specific recommendations on how the project team can improve performance for future projects;
In order to complete this assignment, the consultant shall prepare stakeholder meetings in Kampala and undertake field trips to the Teso sub region to get insights into the dissemination and understanding of the project among different stakeholders. Prior to completion of the assignment, the consultant shall debrief the team on the findings.
Expected results
• Draft Outline of the Assessment Report
• Power point Presentation(s) on preliminary findings for stakeholders and the ASF and FIDA Uganda team
• Draft Assessment Report (for review/comments from the project team, donor partners)
• Final Assessment Report, including an Executive Summary, clearly articulated recommendation section, and annexes as required.
Specific tasks (17 days)
• Review Legal framework & project documents baseline and reports and design methodology
• Interviews of relevant stakeholders at a national level
• Interviews relevant stakeholders’ districts and collect administrative and judicial data in Soroti and Katakwi.
• Review of cases taken by ASF, interviews with ASF staff and interviews/focus group with beneficiaries
• Writing the assessment report including comparative analysis with the baseline.
Consultant profile
Needed:
• Masters Degree in law and/or social studies or related field
• 5 years and more of experience in developing/assessing international projects relating to human rights / access to justice in Africa.
• Expertise in criminal law and especially human trafficking (national and international) in a common law system.
• Experience in writing previous publication and survey report.
• Excellent writing and speaking skills in English
• Excellent skills in designing methodology and analysis of quantitative and qualitative data.
Desirable:
• Deep knowledge’s of Ugandan judicial and social context in central region and north east Uganda (Teso and Karamoja).
