Africare seeks an experienced and highly qualified candidate for the position of Chief of Party (COP), based in Lusaka, Zambia to oversee the USAID funded economic resilience project ZERS. The COP will oversee all aspects of programmatic, financial, administrative, and personnel responsibilities related to the proposed food and nutrition security program.
Role:
The Chief of Party will ensure that all project interventions lead to measurable impact and sustainable outcomes for targeted beneficiaries. Responsibilities of the COP include, but are not limited to, close monitoring of the annual/quarterly work plan, identifying technical, financial and administrative support needs, and ensuring compliance with appropriate USAID guidance and regulations. The COP will work closely with the Monitoring and Evaluation (M&E) team, as well as local partners to ensure adherence to both the M&E framework and Performance Management Plan (PMP).
The COP will be expected to demonstrate professionalism, provide effective operational guidance and support, and effectively manage an extensive program staff. Additionally, the COP will maintain communication with all implementing partners, technical partners and sub-grantees and will coordinate all project activities with relevant institutions, the Government of Zambia, CSOs and private sector partners.
Responsibilities:
• Provide strategic vision and oversight for the entire program
• Provides managerial and technical support through the implementation of the project, including management of key personnel and sub-grantees
• Responsible for the development and submission of the Annual Country Operating Plan, Annual Program Reports and Semi-Annual Program Reports
• Ultimate responsibility for ensuring grantees and sub-grantees meet USAID, PEPFAR and program requirements
• Contractual experience and in-country delegation of authority
Requirements:
• Masters Degree in International Development, Social Work, International or Public Health, Economic Development, or Related Field
• 10+ years of experience with program management and staff supervision, including poverty reduction, improving nutrition practices, microfinancing and agricultural investments, HIV/AIDS prevention, and gender.
• At least 5 years field experience working in Africa;
• Experience with Monitoring and evaluation including work with results frameworks and M&E plans
• Mandatory in-depth knowledge of USAID regulations regarding procurement, appropriate monitoring systems and procedures for managing complex grants with multiple partners; and experience serving in a senior position such as: COP, DCOP, or Senior Technical Advisor
• Ability to plan strategically to meet project objectives, manage budgets, M&E, oversee the work of implementing partners;
• Superior writing skills;
• Strong interpersonal communication and management skills, with the ability to provide guidance and support;
• Proficiency in English; knowledge of Chichewa, Nsenga and Tumbuka is a considerable advantage;
• Proficiency in Microsoft Office: especially MS Powerpoint, MS Excel and MS Access;
