The Government of the Republic of South Sudan (GoSS) has defined its post-independence peace and statebuilding goals in the South Sudan Development Plan (SSDP) and its annexed Mid Term Capacity Development Strategy (MTCDS). It has identified civil service strengthening for efficient and transparent service delivery as one of its key priority programme. UNDP has been steadily supporting GoSS in the post-CPA period in its state-building process, through supporting the prioritization and establishment of core governance functions, and through public sector capacity support initiatives such as the secondment of 200 civil servants from neighboring countries into state structures through this IGAD project. These civil servants serve as rapid capacity enhancement support and are "twinned" with South Sudanese civil servants to ensure the direct transfer of skills and on-the-job training. IGAD has been hailed as a good model for post-conflict capacity development, and actions are being taken to further stepping it up. IGAD project management unit is embedded in the Ministry of Labour, Public Service and Human Resource Development (MoLPS&HRD). As envisaged in the IGAD project, support needs to be provided to MoLPS&HRD to establish country leadership and facilitate the smooth implementation, monitoring and evaluation of the project. UNDP has also supported GoSS, under the leadership of MoLPS&HRD in defining the MTCDS - and capacities need to be infused in the ministry to support implementation of the strategy. Given the increasing recognized priority assigned by GoSS to the implementation of the MTCDS and to civil service reform including through the IGAD initiative, and the leading role allocated to MoLPS&HRD in managing these key processes and initiatives, MoLPS&HRD has requested UNDP to provide a more stable and continuous form of technical advice to support its own organizational development, in the form of an Organizational Development Specialist to be assigned to work within the Ministry. Organizational development support to MoLPS&HRD is particularly needed as the ministry has been recently created by merging the previous Ministry of Labour and Public Service, and Ministry of Human Resource Development, and a restructuring process is ongoing. | |
Duties and Responsibilities | |
Under the joint supervision of the Team Leader, Governance/Rule of Law Unit, and of the Undersecretary (U/S) in the Ministry of Labour, Public Service and Human Resource Development, and in coordination with the IGAD project manager, the incumbent will contribute to the following deliverables and related tasks: MoLPS&HRD Strategic Plan in place and implementation ongoing:
