DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
The Somalia country program of the American Refugee Committee (ARC) is actively responding to current drought and famine crisis in Somalia from an operation base in Mogadishu and a support base in Nairobi. ARC is working closely with national and local authorities and with a number of Mogadishu-based international and national organizations to galvanize concerted and coordinated lifesaving humanitarian assistance to the people in need. ARC is also partnered with a number of local groups in Dhobely, Somalia where the needs are dire due to famine, drought, floods, and war.
ARC is not new to supporting the needy peoples of Somalia. It previously initiated humanitarian assistance programs in Somalia in March 1993 with funding from OFDA, Stichting Vluchteling and the United Nations High Commissioner for Refugees (UNHCR). The first location of ARC’s interventions was Bardera District in the Gedo Region and later worked in other Districts such as Hagar, Afmadou and Badhade districts through to 1997. ARC now plans to marshal resources and work with other INGOS, local NGOs, government and regional authorities with a view to consolidating existing gains by all partners. The interventions will address the multitude of needs in Somalia, WASH, shelter, health, protection. Through this ARC program; Somalians will be able to access services that have been limited or missing.
PRIMARY PURPOSE OF POSITION
The Security/Operations Manager will be responsible for managing the logistics and security in Liboi, Kenya and Dhobley, Somalia. S/he will act as the main Security contact and will keep in continued contact with the Team Leader based in Nairobi. S/he will be responsible for weekly security updates and will develop site specific security plans; including policies and procedures. Engage in identifying local, international, governmental contacts to triangulate security information to enable decision making.
Lead the establishment of a proper operations system; develop links to the police and military to ensure appropriate escorts for activities along the border. Ensure procurement of items is in line with ARC and donor policy. Create a system to ensure that information flow is maintained and activities can continue in the even the team needs to move out of Liboi.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Security 50%
• Serve as the main security focal point and security advisor for ARC Kenya development. • Develop and update security standard operating procedures. • Advise the Team Leader on all matters relating to security. • Monitor national and international information sources (UN, Governmental and NGO sources, etc.) to distill and communicate relevant security information to ARC. • Participate in NGO security meetings, facilitate information exchanges and encourage field-level coordination within the NGO and international community on security concerns and serve as liaison between ARC, military, national security authorities and militia units as needed and as appropriate. • Draft a weekly security update and develop site-specific security plans, policies, and procedures. • Develop an intelligence network. Participate in NGO security meetings, facilitate information exchanges and encourage field-level coordination within the NGO and international community on security concerns. • Provide security training on procedures/measures to ensure vehicle and passenger safety (Drivers) and premises and assets safety (Guards). • Organize evacuation drills. • Ensure adequate means of communication available at all time.
Operations 50%
• Develop and provide oversight and supervision for the local operations systems. • Lead the establishment of a safe and secure Liboi office. • Ensure the development of ties to the local police and military to arrange for escorts for activities at the Kenya/Somalia border. • Ensure all materials for safe and secure monitoring of activities is in place. • Work with the ARC procurement system ensuring full compliance with donor and ARC policy and procedures, keeping track of all procurement, and ensuring proper selection of suppliers. • Set-up inventory systems for assets and consumables. • Set-up warehouse management systems, as required, in remote locations. • Coordinate and monitor local communications systems, including telephone, email, radio, etc. to ensure the effective flow of information and that they are secure from fraudulent use. • Work to develop a system of moving information in and out of border area when on lockdown to ensure activities can continue in absence of staff. • Work with the Team Leader to ensure that the Nairobi, Mogadishu, and Liboi offices are harmonizing the operations system.
Any other duties as assigned by the Team Leader.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
• Minimum 3 years security and operations related experience with humanitarian agencies and/or military/peacekeeping experience in insecure and/or hostile environments (Somalia, Iraq, Afghanistan, Pakistan). • Training skills and experience in security/safety related subjects such as threat/risk assessment, security management, personal & organization security awareness, and incident analysis. • Willingness to travel and live in difficult security situations. • Staff management experience. • Excellent administrative, communications, and decision-making skills. • Strong computer literacy; strong skills in Microsoft Office (especially Word and Excel). • Fluency in English.
