PSI seeks highly qualified candidates for the position of Director, Business Operations & Finance for PSI Somaliland. The candidate will provide effective leadership and strategic management of PSI/Somaliland Finance and Operations functions (such as sub-award management and procurement). S/he will provide cross-departmental accounting, operations and financial management support to PSI Somaliland’s Managers of Operations and Finance, and will coordinate closely with the Internal Audit lead for PSI Somaliland.
One of the key activities will be to assist in implementation of the DFID funded project for Health Consortium Somalia (HCS) implemented by five partner INGOs with PSI as the lead agency. The Director will coordinate closely with the consortium partners to ensure timely and accurate forecasting, reporting and compliance of all financial, procurement and Audit stipulations of the AG. The candidate will work closely with partners to understand their chart of accounts assist in gathering and reporting on defined VfM indicators such as Economy, Efficiency, and Effectiveness. The position will require close coordination with the donor and international partners in the Consortium as well as UN agencies implementing supporting programs in the region.
This full-time position is based in Hargeisa, Somaliland and reports to the Country Representative, Somaliland.
ADDITIONAL RESPONSIBILITIES:
•Strengthen the capacity of PSI Somaliland’s finance function by providing technical support and oversight in the areas of budgeting, reconciliation, donor reporting, and financial analysis, both at the departmental level and between PSI Somaliland and PSI Washington
•Establish systems of financial monitoring and reporting to ensure programmatic compliance of PSI Somaliland and its partners with donor and grant budgets, particularly relating to contract and subcontract administration
•Collaborate with the Internal Audit Manager to investigate and resolve any suspected compliance violations or audit problems
•Ensure grants management includes VfM analyses of Economy, Efficiency, and Effectiveness to improve grantee reporting and links to PSI Somaliland & Donor requirements
•Review existing operational systems and improve the overall effectiveness and speed of the human resources, procurement, administration, security management and logistics teams headed by the Manager Operations
•Develop processes and tools for the collection, flow and use of quantitative and qualitative data for informed decision making at all levels. Work with relevant departments in the development and implementation of management information system
•Ensure quality control of monthly inventory tracking reports and all other operational department reports for internal and external circulation
•Oversee the procurement of commodities, packing material, equipment, and other items in compliance with international donor and organizational regulations
QUALIFICATIONS: •Bachelors Degree in Accounting, Finance or other relevant field; advanced degree is a plus
•Minimum of 5+ years relevant experience in similar-sized organization
•Solid judgment and diplomatic skills and proven ability to prioritize
•Prior supervisory experience required
•Experience managing multiple projects and integrated programs
•Experience with financial management of large donor-funded programs, particularly DFID
•Experience and knowledge of VfM concepts
•Initiative, creativity, and flexibility to originate, articulate and adapt contract management policies to serve evolving priorities
•Fluency in English a must
