Senior Inspector for Implementation Coordination (P-5)

Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw well-substantiated, credible safeguards conclusions for States.

The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion.

Main purpose

The Senior Inspector, as part of the management team of the Section, ensures the timely and accurate evaluation of safeguards-relevant information with regard to State declared nuclear facilities, sites and locations, and plans and implements the necessary activities to follow up on safeguards-relevant findings. Based on these activities, and in accordance with the Safeguards Manual and the relevant safeguards agreement, the incumbent makes recommendations on the safeguards conclusions to be drawn for each State.

Role

The Senior Inspector for Implementation Coordination is part of the management team, providing Section staff with leadership, guidance and advice based on technical expertise, and assessing the Section's future resource requirements in cooperation with the Coordination and Support Section. As such, he/she is: a substantive expert contributor, coordinating, planning and supervising the implementation of safeguards at State declared nuclear facilities, sites and locations; and an adviser to the Section Head and the Division Director on the analysis, evaluation and interpretation of safeguards relevant data for the purpose of planning and implementing safeguards activities and drawing safeguards conclusions.

Partnerships

The Senior Inspector negotiates with regional/State authorities, in consultation with facility operators, on all safeguards implementation measures in Member States, including operational and inspection programmes. Internally, the Senior Inspector, as a member of the management team of the Section and the Division, participates in various processes related to decision taking for technical and administrative matters and provides expert input on the review of draft Subsidiary Arrangements and Facility Attachments, in consultation with other in-house divisions. The Senior Inspector discusses and develops new safeguards approaches and techniques, equipment and procedures, in consultation with the relevant offices. The Senior Inspector discusses with relevant officers the interpretation and evaluation of operational results, at both the State and facility levels.

Functions / Key Results Expected

  • Ensure the effective and efficient implementation and evaluation of safeguards activities at nuclear facilities, sites and locations in cooperation with country, site and facility officers in accordance with Divisional practices, liaising with support Divisions as required.
  • Ensure that facility and site safeguards approaches are prepared and remain up to date.
  • Plan inspection activities in accordance with safeguards implementation requirements.
  • Prepare, in cooperation with the Senior Inspector for State-Level Coordination, annual implementation plans for States in the Section. Monitor their implementation, and update them if necessary in accordance with the State-level safeguards approach and/or appropriate procedures and guidelines, to ensure that adequate activities are conducted to draw and maintain the safeguards conclusion for each State.
  • Compile information needed for the Safeguards Implementation Report (SIR) and the IAEA's Annual Report.
  • Identify the training and development needs of Section staff and monitor the implementation thereof (e.g. in safeguards verification methods). Guide and support on-the-job training for Section staff.
  • Prepare for and participate in inspections, complementary accesses and design information verifications on a limited basis. Coordinate actions for the identification and resolution of anomalies as necessary.
  • Organize and participate in negotiation meetings with regional/State authorities. Represent the Section/Division in Department meetings, working groups and other assignments as required.
  • Assess and plan budget and procurement needs for the Section and assist the Senior Inspector for State-Level Coordination in assessing the Section's future resource requirements.
  • Perform supervisory functions in a matrix management environment and carry out tasks assigned by the Section Head.

Knowledge, Skills and Abilities

  • Management skills: Demonstrated ability to manage human, financial and material resources to achieve stated objectives, to provide feedback on performance and to encourage staff development.
  • Professional expertise:
    • Demonstrated knowledge of a complex international safeguards system and knowledge of quality management.
    • Demonstrated ability to understand complex nuclear-related activities and a sound knowledge of the nuclear fuel cycle.
  • Demonstrated analytical skills in drawing well-balanced conclusions when dealing with complex issues and in interpreting procedures and guidelines in order to adapt them to cover complex situations.
  • Demonstrated interpersonal skills:
    • Ability to establish and maintain effective working relations with IAEA staff at all levels and with representatives of Member States.
    • Demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity.
  • Communication skills: Ability to communicate effectively orally and in writing and to draft technical documents in a structured manner.

Education, Experience and Language Skills

  • Advanced university degree with emphasis in a nuclear discipline, supplemented by in-depth theoretical and practical training in areas relevant to safeguards.
  • Minimum of 10 years of combined relevant experience in nuclear research, the nuclear industry, a nuclear facility and in nuclear process design at national and/or international level.
  • Extensive experience in non-proliferation activities, including the planning and performance of inspections, design information and other verifications, data analysis, the preparation of inspection reports and the development of follow-up plans.
  • Experience with the technologies used in safeguards activities or with similar technologies.
  • Experience in the development of safeguards approaches at the facility, site and State level.
  • Progressively more responsible supervisory or managerial experience.
  • Experience in information analysis and technology.
  • Fluency in both written and spoken English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 629 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $48 700*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
