Organizational Setting |
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 160 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries. The Department of Safeguards consists of six Divisions: three Operations Divisions, A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as the Office of Safeguards Analytical Services and the Office of Information and Communication Services. The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw well-substantiated, credible safeguards conclusions for States. The operating environment is participative, interactive, analytical and dynamic. Many sensitive issues require the utmost discretion. |
Main purpose |
The Senior Inspector, as part of the management team of the Section, ensures the timely and accurate evaluation of safeguards-relevant information with regard to State declared nuclear facilities, sites and locations, and plans and implements the necessary activities to follow up on safeguards-relevant findings. Based on these activities, and in accordance with the Safeguards Manual and the relevant safeguards agreement, the incumbent makes recommendations on the safeguards conclusions to be drawn for each State. |
Role |
The Senior Inspector for Implementation Coordination is part of the management team, providing Section staff with leadership, guidance and advice based on technical expertise, and assessing the Section's future resource requirements in cooperation with the Coordination and Support Section. As such, he/she is: a substantive expert contributor, coordinating, planning and supervising the implementation of safeguards at State declared nuclear facilities, sites and locations; and an adviser to the Section Head and the Division Director on the analysis, evaluation and interpretation of safeguards relevant data for the purpose of planning and implementing safeguards activities and drawing safeguards conclusions. |
Partnerships |
The Senior Inspector negotiates with regional/State authorities, in consultation with facility operators, on all safeguards implementation measures in Member States, including operational and inspection programmes. Internally, the Senior Inspector, as a member of the management team of the Section and the Division, participates in various processes related to decision taking for technical and administrative matters and provides expert input on the review of draft Subsidiary Arrangements and Facility Attachments, in consultation with other in-house divisions. The Senior Inspector discusses and develops new safeguards approaches and techniques, equipment and procedures, in consultation with the relevant offices. The Senior Inspector discusses with relevant officers the interpretation and evaluation of operational results, at both the State and facility levels. |

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 629 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $48 700*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
