Project Manager - Nertiti, Sudan

Based in Nertiti – West Darfur

BACKGROUND

The Danish Refugee Council (DRC) has been operational in Darfur and Sudan since 2004. In 2005 a separate programme was established in Southern Sudan. An additional intervention consists of the DRC/Danish Demining Group’s implementation of a de-mining programme in Sudan.

The DRC Programme in Darfur is based in West Darfur, and more specifically the Eastern part of West Darfur (the Zalengei Corridor). The aim of the programme is to promote the protection of and provide life-saving and livelihood assistance to the conflict-affected population in the region. The programme focuses predominantly on the conflict-affected population living outside of camps in the rural areas, and to a lesser extent the displaced living in camps. The programme seeks to enhance assistance and protection provision to communities, and the main activities implemented include; agricultural (horticulture and livestock/veterinary services) support to sustain and develop livelihoods; distribution of food and NFIs; support to extremely vulnerable households; rehabilitation and reconstruction of schools; community development projects including literacy & skills training. The activities are implemented with a community based approach. Through the various activities the programme reaches approximately 200,000 beneficiaries from both “African” and “Arabic” communities, including both the (semi)nomadic and sedentary population. The programme is implemented through field offices in Zalengei, Nertiti and Garsila, while the operation is supported by the Country Office in Khartoum. The Darfur programme currently implements a portfolio of projects totalling approximately USD 4.5 million in 2011 and employs 5 international staff and 71 national staff members. The primary donors are Danida, EC, OFDA, UNHCR, WFP, FAO and DRC itself through private fundraising.

The objective of the Food Security and Livelihoods (FS&L) project activities is to support the self-reliance and livelihoods of the conflict-affected population. The activities include among other; distribution of seeds and tools; small-scale distribution of husbandry; food distribution (to cover seasonal gaps) and school feeding; provision of veterinary services; farmer field schools, production of seeds; promotion of wood locks; and other environmental and small-scale infrastructure activities. The FS&L project activities are implemented in close cooperation and coordination with the environmental, community/social and construction projects. To ensure the participation of the involved communities, as well as the relevance of activities, DRC works with the communities to establish Community Councils and develop Community Action Plans guiding the selection and implementation of activities. This approach strives to increase mutual understanding, and hence pave ways for peaceful co-existence, between the local communities.

DUTIES

The Project Manager for DRC Nertiti is responsible for overseeing planning, implementation and monitoring of DRC projects, contributing to writing proposals and developing concept papers, supervision of staff, and preparing reports. He/she represents DRC vis-à-vis local authorities, donor representatives, international organizations and NGOs in the area of operation. The Project Manager is responsible for the financial, administrative and logistics parts of the programme in the area of operation as well as for security planning and implementation of security precautions. The Project Manager is supervised by and reports to the Country Director.

This position has a strong technical requirement in community mobilization and food security and livelihoods, as the Project Manager will also be directly responsible for the direct implementation of activities from DANIDA, UNHCR, USAID, and WFP.

KEY RESPONSIBILITIES

Programming

• Planning and coordinating successful and timely implementation of all projects/programs in the area of operation

• Responsible for regular project documentation and reporting (collecting technical data, compiling reporting from the technical and field staff)

• Conducting assessments and fact finding missions to set up new or follow-up projects, assisting in preparation of project proposals for external donors and negotiate/defend them and conceptualizing and developing sectoral and local strategies in close co-operation with the Country Director

• Coordination with all actors involved in the implementation of the programme, including local partners and authorities, and ensuring that programme activities are well-coordinated with activities of other humanitarian actors in the area

• Maintaining close and good collaboration with major donors and partners of the programme

• Ensuring that the DRC Darfur programme is implemented in accordance with DRC standard regulations and operational procedures (e.g. Code of Conduct, HAP Principles, DRC Assistance Framework, DRC Operational Handbook and DRC Programme Handbook)

• Ensuring that at all times contact with beneficiaries, target groups and representatives of authorities is conducted in a sensitive and respectful manner.

Technical Experience

• At least 2 years of experience in an international setting, implementing Food Security and Livelihoods projects

• Strong experience in developing strategies for training of farmers and communities in better farming practices

• At least 2 years’ experience in an international setting implementing Community Mobilization and Participation activities. The DRC Darfur programme is heavily based on the Community Participation approach and requires strong experience in this area

• At least 2 years of experience managing all aspects of a field office, including finances, logistics, administration and project supervision.

Monitoring and Reporting

• Supervising implementation of the projects by monitoring and evaluation (quality control, monitoring objectives and indicators) to ensure that activities/projects are implemented in accordance with agreed strategies, principles, implementation plans and donor requirements

• Ensuring that timely and quality project narrative reports are provided to the donors on time according to donors’ requirement

Administration and Personnel Management, Finance and Logistic

• Responsible for project budget and administration, procurement, logistics and storage in collaboration with Head of Administration and Finance (based in Khartoum)

• Personnel management: Guiding, advising, participating in training, supervising and recruiting local project staff and taking care of their security

Security

• Ensuring appropriate information regarding security in Nertiti

• Ensuring a security network with all possible stakeholders in Nertiti

• Responsibility for security planning including regular updating of security and evacuation plans and measures, and implementation of a security and contingency plan

• Ensuring that security incidents are reported to the Country Director

• Other duties as handed down from the Country Director

QUALIFICATIONS

• Solid professional international field experience at senior level

• Demonstrated HRM and leadership experience

• Practical experience at all levels of the programme cycle (undertaking assessment, planning, implementation, monitoring and documenting your results)

• Experience in working with WFP, USAID and UNHCR guidelines is an advantage

• Fluency in written and spoken English

• Computer literacy

• Knowledge of Arabic an added advantage

• Cultural sensitivity and adaptability

• Acceptance of, and preferably experience from, working under difficult conditions in conflict-affected areas

• Independent and able to work with minimal supervision.

TERMS AND CONDITIONS

Starting Date: 1 December 2011 or according to agreement

Duty station: Nertiti, West Darfur, Sudan (Non-family station) - Nertiti is located in West Darfur and is located on the main conduit into Jebel Marra (the only mountain range in Darfur). Currently DRC is the only INGO working in Nertiti, however, other INGOs are conducting assessments to begin operations in the area. Nertiti is a rather isolated and remote location, with basic living conditions and few amenities. At the moment, this expat HoO will be the only expat in the project. As the programme expands other expat managers will be added.
