ICTJ works to help societies in transition address legacies of massive human rights violations and build civic trust in state institutions as protectors of human rights. In the aftermath of mass atrocity and repression, we assist institutions and civil society groups—the people who are driving and shaping change in their societies—in considering measures to provide truth, accountability, and redress for past abuses. We do this by providing technical expertise and knowledge of relevant comparative experiences in transitional justice from across the globe.
ICTJ’s Sudan project is sponsored by the EC and carried out in partnership with Sudanese Human Rights Monitor (Al Marsad) and in association with the Khatim Adlan Center for Enlightenment and Human Development (KACE) and the Ajaweed Organization for Peace and Reconciliation (AOPR) in El Fashir, Darfur. The project seeks to further civil society’s long-term efforts to promote justice and accountability in Sudan, leading to actionable strategies to deal with past abuses. In a context fraught with ongoing conflict and limited scope for political action, the project will engage primarily with civil society actors in Darfur, Blue Nile, South Kordofan, and Khartoum.
The Finance and Administration Officer, Sudan Project is responsible for the correct and timely financial and administrative implementation of the project. She/he reports to ICTJ’s CFO via the Africa Regional Grants and Finance Associate in coordination with the ICTJ Brussels Program Manager. Operationally, the Finance and Administration Officer responds to the Sudan program needs as defined by the Country Coordinator, in accordance with EC and any other donors’ rules, budget and grant agreement.
RESPONSIBILITIES:
1.Responsible for office operations, including management of the projects’ local personnel matters and day to day operations. 2.Oversee operational and legal matters pertaining to the project. 3.Handle all aspects of office financial management including salaries, payments to service providers and contractors. 4.Prepare and send regular monthly financial reports to the Africa Regional Grans and Finance Associate and ICTJ Brussels, Belgium. 5.Ensure that expenses are identifiable, verifiable and therefore eligible under the project’s budget by keeping all required supporting documents (invoices, proof of delivery of services or completion of work, proof of payment, service contracts, etc.) 6.Track the financial progress of the project and ensure expenditures are in line with budgets and grant terms. 7.Support the Africa Regional Grants and Finance Associate / ICTJ Brussels in the preparation of donor financial reports according to contractual obligations. 8.Ensure smooth flow of cash from ICTJ Brussels to the project. 9.Liaise with banks and manage bank accounts 10.Ensure full implementation of ICTJ and donor financial policies and update staff with the new policies
QUALIFICATIONS:
Education: Minimum of a Bachelor’s Degree in accounting, finance, business administration, financial management or equivalent proven experience.
Experience: Minimum of five years progressive financial and grant management experience, preferably with the EC, NGO’s or UN.
Related Skills or Knowledge: Knowledge of European Commission’s grant management rules and procedures highly desirable. Experience with internal audit processes. Understanding of the political environment. A team player committed to the overall objectives of the ICTJ. High level of professionalism and attention to detail. Computer literacy; proficiency in MS Office Applications, Advanced Excel, Pastel or Quick Books. Ability to use advanced Excel spread sheets effectively.
OTHER:
