The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. The Country Office is located in Juba, Central Equatoria. NRC currently operates an integrated programme focused on Education, Shelter (School Construction and Emergency Shelter), Emergency Food Security and Distribution (EFSD), and Information, Counselling and Legal Assistance (ICLA). NRC South Sudan remains a programme in expansion.
The Programme Support Manager is responsible for leading and managing the organisation’s security, logistics, HR and administrative systems across the South Sudan country programme. Coaching and building the capacity of national staff is a central component of all NRC International staffs work. The Programme Support Manager is a member of the NRC South Sudan Country Management Team and reports directly to the Country Director.
Job description ■Logistics ■Give technical guidance and supervision to the Logistics staff in field offices. Assess capacity building needs, identify areas of weaknesses/gaps and implement training and solutions to address these needs ■Ensure staff familiarity with organisational anti-corruption, ethics and other relevant policies; conduct spot checks on transactions ■Ensure the functionality of vehicle/mobile radio communication systems and develop/supervise adequate fleet management and maintenance systems
■Security ■Ensure NRC security policies, procedures, guidelines and systems are properly implemented and respected in coordination with Security Focal Points ■Monitor, evaluate and suggest changes and improvements in the Security Management System based on observations and inputs from the South Sudan Team and external security counterparts ■Prepare weekly summary reports, including Incident Reports for the Security Coordinator in Oslo
■HR & HR Administrative Functions ■Ensure that NRC Human Resource Management policies, procedures, guidelines and systems are properly implemented, are respected and remain consistent with local laws and regulations ■Manage Country Office HR/HR administrative staff, ensuring effective supervision, planning and monitoring of their work, and oversee the correct management of local staff conditions; e.g. job descriptions, contracts, salary scales, leave, benefits, disciplinary and grievance processes etc. ■Manage organisation wide training and capacity building, including management development training and planning the nationalisation of international staff positions ■Manage medical & emergency policy for international staff and prepare monthly declarations for the insurance company ■Establish a good working environment based on NRC values, ensure optimal use of personnel is encouraged throughout the office and within the programmes, and promote an environment of team work and team spirit
Qualifications ■Relevant university degree, preferably business administration/HR/ logistics OR other relevant educational background combined with relevant professional and management experience ■Five years experience as an operations manager managing logistics, security, and HR including more specifically procurement and fleet management, preferably in a refugee and/or IDP programme setting
■Demonstrated leadership and management skills ■Strong communication, interpersonal, analytical and negotiation skills ■Significant political, cultural and gender awareness and experience of working where insecurity is a major issue ■Ability to handle a large workload, maintain focus during prolonged stressful periods and work under pressure, independently and with limited supervision ■Ability to plan for dynamic scenarios in relations to security, budgets and plans ■Ability to multi-task; by way of delegating, motivating and monitoring team work ■Proven skills and experience in report writing ■Fluency in the English language; both written and verbal ■Holder of a valid and clean international driver's licence ■All employees of the Norwegian Refugee Council should be able to adhere to our Codes of Conduct and the four organizational values: Dedicated, innovative, inclusive and accountable
■Knowledge of South Sudan and of the prevailing political context. ■Knowledge of rule of law issues, especially in the context of competing customary and statutory legal systems. ■Proficiency in Arabic an asset. ■Flexiblility and it helps to have a sense of humour.
We offer ■Commencement: February 2012 ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions, approximately NOK 50 490,- (€ 6 560) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
■Duty station will be Aweil. This is a non family posting. Programme follow up will require frequent travelling in the provinces of operational area. Aweil is usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel outside the main town is limited due to challenging road conditions; most travel is by air and is dependent on changing security and environmental conditions. Recreational and social facilities are limited. International staff members can be required to live in joint accommodation.
