OBJECTIVES OF THE PROGRAMME : The main objectives of the HIV/AIDS, STIs & Viral Hepatitis (HSV) Programme are to: 1. Optimize HIV/AIDS, sexually transmitted infections and viral hepatitis prevention, diagnosis, treatment and care outcomes; 2. Leverage broader health outcomes through HIV/AIDS, sexually transmitted infections and viral hepatitis responses, including stronger linkages between HIV/AIDS, sexually transmitted infections and viral hepatitis programmes and other health programmes and services particularly tuberculosis, drug dependence and harm reduction, sexual and reproductive health, and maternal, newborn and child health services; 3. Contribute to building strong and sustainable health systems and strengthen their performance; 4. Reduce vulnerability and address structural barriers to accessing services. To achieve this, the HSV Programme leads, coordinates and assists in technical and operational activities related to the above objectives by; collecting and analysing strategic information; driving the research agenda and generating evidence for action; providing technical support and normative guidance in designing Regional and national policies and implementing evidence-based interventions; promoting partnerships and advocating for sustained political commitment. Purpose of the post: Management of the technical programme including formulation of Regional Policies and Action Plans, country plans and projects, implementation, monitoring, and participation in evaluation of outcomes. To direct and supervise the implementation of activities and strengthen strategic leadership and capacity of the Regional Office in the prevention, control and management of HIV/AIDS, sexually transmitted infections and viral hepatitis. To advise European member states on a regular basis with regard to strengthening national and sub-national capacities in developing and implementing policies, strategies, tools and capacities in relation to HIV/AIDS, sexually transmitted infections and viral hepatitis. | |
Description of duties: Under the guidance of the Director of Communicable Diseases, Health Security & Environment, the incumbent will assume the following responsibilities and achieve the following objectives: A. Core responsibilities in assisting Member States in relation to HIV/AIDS, sexually transmitted infections and viral hepatitis as part of country efforts to strengthen health systems include: 1. Dialogue with and advice to policy makers on national plans and policies to ensure that policies do not perpetuate social injustices and inequities, nor increase inequalities in access to health services and in health outcomes; and that redefined responsibilities in health systems are shared in a coordinated and pluralistic manner across all stakeholders with clear lines of accountability and transparency; 2. Develop and implement innovative approaches, adapted to regional/country needs, in the prevention, control and management of HIV/AIDS, sexually transmitted infections and viral hepatitis; 3. Technical assistance with the development of mechanisms, instruments and tools (i.e. national health strategies and policies, monitoring and evaluation, performance assessment and performance management and approaches to enhance effectiveness of stakeholder involvement); 4. Estimation of the required resources (human, financial, infrastructure and technological) and knowledge (i.e. through research, evaluation, performance measurement and knowledge management) to build understanding and capacity for improving and assessing the prevention, control and management of HIV/AIDS, sexually transmitted infections and viral hepatitis (i.e. leading policy development and coordination, transforming information into intelligence and applying this to the development and assessment of health policies and strategies); 5. Mobilizing legal and regulatory powers to attain health system goals; recommending that the health system is designed to adapt to changing needs and exerting influence across sectors other than health and advocating for better health; 6. Advocacy, knowledge transmission and advice for the enhancement of the capacities and skills of health ministries in carrying out their HIV/AIDS, sexually transmitted infections and viral hepatitis function. B. Core responsibilities in providing intellectual and technical leadership and guidance in directing the development of HIV/AIDS, sexually transmitted infections and viral hepatitis include: 1. Acting as the WHO EURO content expert and focal point for the prevention, control and management of HIV/AIDS, sexually transmitted infections and viral hepatitis; 2. Ensuring technical quality and competence in the HIV/AIDS, STIs & Viral Hepatitis (HSV) programme and to be responsible for the overall timeliness and quality of all programme deliverables of both country and inter country work plans; 3. Developing regional plans to implement global and regional strategies in HIV/AIDS, sexually transmitted infections and viral hepatitis and harnessing European and other experience and knowledge (e.g. including influencing other sectors to incorporate health concerns in their policies and enhance effectiveness of donor and other stakeholder involvement), documenting gaps therein for the definition of the research agenda on the subject matter; 4. Ensuring consistency and cohesiveness with the WHO guidelines, approaches, and messages, contributing to the WHO normative function; 5. Coordinating international and regional activities with relevant organizations and partners in the technical area and building and maintaining strong partnerships with EC and EU institutions (in particular ECDC), UN institutions (in particular the secretariat and co sponsors of UNAIDS); the Global Fund and civil society partners; 6. Managing and synthesizing related knowledge to build the evidence base for dissemination to Member States as required (in particular building and maintaining surveillance systems and monitoring and tracking progress against global and regional goals); 7. Producing authoritative and relevant policy papers, briefs and other publications on the prevention, control and management of HIV/AIDS, sexually transmitted infections and viral hepatitis; 8. And documenting and rendering explicit the pros and cons of various policy options applicable to HIV/AIDS, sexually transmitted infections and viral hepatitis in terms of their implications and their impact on the level and distribution of health, responsiveness, and financial protection based on country experiences. C. Core responsibilities as a Programme Manager: 1. To provide leadership and managerial oversight to the work of all HIV/AIDS, STIs & Viral Hepatitis (HSV) programme/project staff in regional and country offices; 2. To mobilize resources to efficiently deliver services/products within country and inter country work plans; 3. To be responsible for the allocation of resources within country and inter country work plans in coordination with the Strategic Objective Facilitator (ensure availability of funds and monitoring of dates and budget constraints); 4. To perform the general management of the programme's professional and general service staff, as first level supervisor (to include monitoring of workload, funds availability, performance management, and to establish mechanisms which ensure proper coordination within the team regarding travel, holidays), including, in liaison with the Head of Country Office, technical programme staff based outside Copenhagen; 5. To regularly monitor and assess the performance of the technical programme through evaluation and reporting. | |
REQUIRED QUALIFICATIONS | |
Education: Essential: Advanced university degree in medicine and/or public health, and/or social sciences in relevant health field. Desirable: Doctorate in public health; and/or epidemiology and/or social behavioural science or equivalent training in social behavioural science. | |

Experience: Essential: At least ten years working experience in HIV/AIDS, sexually transmitted infections or viral hepatitis at national and international levels, attaining managerial rank, including three to five years of practical experience in implementing or advising on key domains of HIV/AIDS, sexually transmitted infections and viral hepatitis. Experience of advising on the prevention, control and management of HIV/AIDS, sexually transmitted infections and viral hepatitis in lower and middle income countries. Desirable: Experience in social behavioural science, particularly advocacy for and working with other multi and bilateral development agencies active in the health sector and community-based organizations and key vulnerable populations. | |
Languages: Essential: Very good command of the English language and working knowledge of another official WHO language and/or WHO EURO official language (ie - Russian, French, German, Spanish, Arabic and Chinese Desirable: Knowledge of other WHO EURO languages is an asset. | |
