The WHO Global Service Centre (GSC) based in Malaysia provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, pension, procurement, accounts payable and support of specific corporate IT applications. The aim of this Centre is to serve as the global processing platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields. The HQ Pension Unit, based in WHO Headquarters, Geneva, Switzerland acts as the Secretariat and the WHO Staff Pension Committee for the UN Joint Staff Pension Fund. It is responsible for maintaining relationships with the UN Joint Staff Pension Fund, for the timely processing of separation of participants and for administering validations, restorations, Leave without Pay, disability and other non-routine matters. It is also responsible for pension briefings (particularly pre-retirement seminars and briefings before separations) and for responding in a timely manner to related matters raised by the GSC Pension unit, Un Joint Staff Pension Fund (UNJSPF) and participants. As part of the Payroll team within the WHO/GSC, the GSC Pension Unit is primarily responsible for the day-to-day operations related to pension administration activities. This includes the processing of affiliations and changes to employee status; monthly and annual reconciliations; producing annual reports and responding in a timely manner to matters raised by the HQ Pension Unit, UNJSPF and participants. | |
Description of duties: Under the overall direction of the Head of Payroll, the incumbent will manage the Pension Unit and will be responsible for the following: - Manages the overall affiliation process in accordance with the rules and regulations of the UNJSPF and WHO Administrative Manual; - Ensures accurate and timely reporting of the participants personal, dependant and assignment data to the UNJSPF; - Monitors, validates and reconciles participants pension contributions in coordination with the GSC Global Human Resources (GHR) team; - Performs monthly reconciliations of contributions payable to the UNJSPF; - Analysis and resolution of items on Pension Exception Reports (PREs) and ad hoc queries from the UNJSPF; - Coordinates with the Pension Unit at HQ on all matters related to Leave Without Pay (LWOP), Restoration, Validation, Disability, Terminal payments and any other cases as and when required; - Generates, reconciles, validates and submits the year-end Pension Schedules to the UNJSPF within the set deadlines and in the agreed formats for 2012; - Acts as the focal point on Pension IT-related matters on technical issues and to specify user requirements. - Liaises with the Pension Unit in HQ, Regional Offices, Finance, HR, UNJSPF and other stakeholders to provide, obtain and exchange information, data or clarify processes and transactions as and when required; - Other duties as assigned by supervisor. | |
