Relief International (RI) is a non-profit, non-governmental organization based in Los Angeles, CA. Since 1990, RI’s programs have supported communities in transition from crisis to recovery with the development of sustainable strategies across sectors such as agriculture, infrastructure, gender, education, and civil society capacity building. Currently RI has programs in 25 countries world-wide.
Position Summary:
The Program Manager will be expected to start up, lead and complete an RI-led relief project throughout its 12-month period. Viewed as a protection project, this innovative RI program seeks to provide economic opportunities through the importation and sale of fuel efficient stoves.
The Program Manager will provide leadership for the project, managing a team to implement a project within a short time frame aimed at providing a basis upon which to develop a nascent value chain for a product that has numerous benefits in terms of health, environmental protection and reduction of vulnerabilities for collectors of wood (most often women and girls). There exists substantial technical support at the HQ level for both Fuel-Efficient stoves and grassroots, social enterprise related marketing, but this position will be filled by a dynamic leader capable of operationalizing the project within the challenging context of South-Central Somalia.
The project will target several drought and conflict affected sites across the South-Central regions of Somalia.
This position demands a highly-motivated, independent and dedicated individual with extensive experience implementing programs within complex emergency contexts as well as experience in enterprise development and integrating work with local private sector actors. The Program Manager is expected to deploy to Nairobi to initiate the program as soon as possible.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Programmatic
• Provide key leadership on work plan development and implementation activities • Management of program work plans and budgets based on expected program outputs and results • Frequently travel to program sites for supervision and support to national staff • Adapt project implementation activities to account for the dynamic context of Somalia • Lead the country team, operations, finance, and security staff to ensure project adheres to RI and international standards • Oversee resource mobilization, ensuring timely delivery of needed inputs for programming sites – this includes close coordination with logistics and operations staff as well as liaison with external actors to facilitate the import of stoves • Oversee recruitment and coordination with private sector actors to be included in stove and briquette work • Facilitate and lead access and coordination with IDP and host community groups to ensure effective and equitable delivery of products and project assistance • Effective communication with satellite office-based staff to ensure coordinated program rollout • Training of staff members • Assistance to field staff in coalition building and gaining community and partner support for project goals • Ensure budgetary and programmatic benchmarks are achieved according to projections and work plans • Ensuring reporting compliance with UN-funding partner
QUALIFICATIONS:
• Six or more years of experience in emergency project management • Experience in enterprise development and deal making to include the private sector in distribution and sales of products • Superior communication and leadership skills; detail oriented • Experience with UN funded projects • Previous experience in developing value chains and market linkages • Experience with field work in complex emergencies • Demonstrated success managing large teams • Substantial monitoring and evaluation experience • Master’s level degree preferred • Ability to live in Nairobi with frequent, brief travel to field sites in Somalia • Previous experience in Somalia preferred • Fluent English required, both written and oral, Somali language proficiency highly desirable • Demonstrated ability to work independently • Creative problem solver and decisive in determining the best course of action • Experience with fuel efficient stoves and fuel options a plus
