PURPOSE OF POSITION:
Provide leadership and direction to WV South Sudan (WVSS), and the WV partnership in South Sudan policy and advocacy. Ensure that the organization advocates appropriately and professionally on behalf of children in a way that demonstrates our Principled Level Choices (Community Based and Child Focused), with the community voice highlighted as an integrated component of national and international level advocacy.
KEY RESPONSIBILITIES:
STRATEGY DEVELOPMENT
Lead the development and implementation of WVSS advocacy strategy at national, state and local level, including programme design for advocacy activities and capacity building of WVSS staff and partners in local level advocacy. Ensure that mechanisms are in place for WVSS strategy to be driven and led by field realities and knowledge.
EXTERNAL ENGAGEMENT
Establish and maintain links and working relationships with relevant NGO partners, UN and forums, government departments and research and academic institutions on priority and reactive issues. Actively engage with relevant World Vision networks and external coalitions regarding relevant policies and issues. Participate in the NGO Forum Policy and Advocacy Working Group and other policy forums in Juba and the regions. Work closely with Support Offices to promote South Sudan on the global agenda, providing information and policy calls for World Vision’s global engagement. Represent WV South Sudan during national, regional and Partnership advocacy meetings and other forums (including conference calls etc) as deemed necessary by the Director, External Engagement. Coordinate the South Sudan advocacy working group.
MONITORING, RESEARCH AND WRITING
Develop positions and lead effective advocacy on South Sudan. Monitor, identify and articulate key issues, trends, policies and practices, in relation to relevant policies both in country and at international policy level. Conduct research and write briefing and position papers on strategic policy issues. Develop and ensure continued updates of a portfolio of evidence from the field to support all policy positions and advocacy calls.
COORDINATION AND NETWORKING
Be the key WV contact person in the partnership for policy and advocacy issues for South Sudan. Communicate on a regular basis with relevant stakeholders and internal and external networks. Provide timely evidence where relevant to Communications/Media, Support Offices and WVSS programs for consistent engagement. Facilitate the building of direct relationships between these entities and different partnership offices. Work closely with support offices to ensure global alignment of all external messaging regarding Southern Sudan, particularly in terms of advocacy messaging. Include WV North Sudan where necessary and possible. Actively liaise with advocacy and program colleagues in North Sudan Collaborate and work closely with Programme Development & Management Officers, Communications staff, Sector Managers and External Engagement teams to ensure coherent messaging to WVSS’s in country audiences in relation to advocacy messaging. Lead the sign off process for all advocacy documents related to South Sudan.
OTHER RESPONSIBILITIES
Review select communications materials to ensure alignment with advocacy messaging. Attend and participate fully in devotions, prayer meetings and group meetings, as required. Carry out ad hoc duties which may be required to ensure World Vision maintains its effectiveness. Support programs in areas related with WV's strategic interventions as designated by the supervisor
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
Previous experience with leading policy and advocacy initiatives. At least 2 years field experience in a relief or development environment. Must be able relate and represent WV to major partners (e.g. donors, government officials etc), in a highly professional manner Capacity building experience in project design, implementation, reporting, and evaluation Computer knowledge including Word, Excel, Lotus Notes and Power Point Fluency in written and spoken English Experience working in South Sudan
