Parliamentary Officer
Salary: R434 505 per annum (all-inclusive package to be structured in accordance with the rules for MMS) (Level 11) (Ref. S8/3/2011/683)
Requirements: • Completed tertiary qualification and extensive relevant experience • Knowledge of the operations of the Office of the Deputy Minister, Parliament and Cabinet • Proven management competencies • Broad knowledge and understanding of the functional areas covered by the Deputy Minister’s portfolio • Working knowledge of political and parliamentary/legislative processes in South Africa • Extensive experience working in the private office of a political office bearer • Excellent report writing and time management skills • Good communication, language, presentation and organisational skills • Sound interpersonal skills and high level of reliability • Ability to act decisively, and with diplomacy and discretion • Advanced computer proficiency.
Duties: • Monitor events in Parliament/legislature to identify matters and brief the Deputy Minister on issues that have a bearing on the portfolio of the Deputy Minister • Attend and report on Parliamentary meetings • Work together with the Parliamentary Officer in the Ministry and the Office of the Director-General to render an efficient and effective Parliamentary service, including managing Parliamentary questions, tabling documents and rendering advice on Parliamentary rules and procedures • Coordinate and control movements between the Pretoria and Cape Town offices for Parliamentary sessions • Ensure proper liaison on Parliamentary-related matters • Manage processes related to Cabinet functions, such as drafting cabinet memoranda, assessing cabinet memoranda from other Departments, preparing the Deputy Minister’s cabinet file • Manage cabinet documents in terms of MISS and relevant legislation • Study the relevant Public Service and departmental prescripts/policies and other documents to ensure proper interpretation and implementation thereof.
Note: Appointment is subject to a positive security clearance and the signing of a performance agreement. The successful candidate will be required to perform sessional duty in Pretoria and Cape Town.
