1. Job Title : Monitoring &Evaluation (M&E) Officers (4) Reports to: Monitoring (Evaluation (M&E) Manager Directly Supervises: None
Function:
The M&E Officer will be responsible for data gathering and analysis; training of the Sub Recipients (SR)s on effective M&E practices including data quality and data use, conducting routine and adhoc M&E field visits at the SR and Sub Sub Recipient (SSR) levels. She/he will also undertake routine checking of the data collected by the SR M&E staff, and build their capacity to ensure data accuracy and completeness.
Major responsibilities and tasks:
• Monitoring and validation
a. Conduct quarterly field-based monitoring and activity/ data validation visits for SRs following the system and data collection methods instructed by the M&E manager.
b. Maintain copies of monitoring activities for documentation of activities and results.
c. Ensure that data and activity validation problems are reported to the M&E Manager for follow-up
d. Conduct ad-hoc M&E and capacity building activities with SRs as per the instruction of the M&E Manager
• Data management
a. Identity gaps and weaknesses in statistical data received on HSS, TB and Malaria interventions and communicate the gaps to the M&E Manager and the relevant focal point Technical Advisor to allow for remedial action.
b. Manage the databases for HIV/AIDS (Health Systems Strengthening (HSS), TB and Malaria programme monitoring and support improvements in the design of the databases.
c. Resolve data inconsistencies and errors identified during double-entry and computerized cross-checks, through review of reports and communication with SRs and TASO TAs
d. Liaise with the data entry clerk
• Reporting
a. Ensure timely collection of quarterly program and finance reports from SRs for the topic/region assigned by the M&E Manager. Follow up on late or missing reports
b. Maintain register log that clearly indicates dates quarterly reports are received, and dates revised reports are received,
c. Ensure received reports are forwarded to the relevant Technical Advisor (TA) for review, and that revised report information is forwarded to the Data Entry Clerk for correction of the computer database,
d. Assist the M&E Manager to prepare monitoring reports on Health Systems Strengthening (HSS), TB and Malaria service delivery areas and performance indicators,
e. Provide support in the preparation of reports, newsletters, success stories and programme papers on HSS, TB and Malaria for the Global Fund Project in TASO.
f. Under the supervision of the M&E Manager, prepare and disseminate information on HSS, TB and Malaria to relevant stakeholders including the Global Fund, Local Fund Agent (LFA), Country Coordinating Mechanism (CCM), and the Ministry of
g. Health. Under the supervision of the M&E Manager and in consultation with the relevant TAs, prepare data dissemination reports for quarterly progress reviews of the projects. These reports will include graphs and comparisons.
• Capacity Building
a. Under the direction of the M&E Manager, provide support to the SRs at field level and offices in completing reports, establishing data collection systems, and in data analysis and use.
Time Allocation:
M&E officers are expected to spend at least ‘/4 of their time in the field for monitoring and on-the-job capacity building, at the request of the M&E Manager.
Requirement:
Required skills & qualifications:
• A bachelor’s degree in Social Sciences, Statistics or a closely related qualification
• A minimum of 3 years’ experience in monitoring and evaluation, training and facilitation, data management, processing and analysis.
• Good contextual knowledge of local issues, community practices, organisational relationships, social and cultural constraints and realities.
• HIV/AIDS, TB or Malaria programme monitoring and evaluation, data analysis and management.
• Proven ability to operate within a close team working environment producing multiple outputs and meeting tight deadlines.
• A firm grounding in programming, monitoring and evaluation and practical experience in implementation of programmes will be a distinct asset.
• Demonstrable understanding of statistics, data management and reporting
• Good judgment in analysing data and information
• Excellent computer skills in other computer packages such as MS Office Excel, PowerPoint, Word and Access
• Honest and possessing a high level of integrity
• Ability to communicate effectively at all levels.
