The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. The Country Office is located in Juba, Central Equatoria. NRC currently operates an integrated programme focused on Education, Shelter (School Construction and Emergency Shelter), Emergency Food Security and Distribution (EFSD), and Information, Counselling and Legal Assistance (ICLA). NRC South Sudan remains a programme in expansion.
The main objectives for the Finance and Administration Manager are; financial management and monitoring of the NRC South Sudan Country Programme, and to support the Country Director in the implementation of finance and administrative procedures. The Finance and Administration Manager is a member of the South Sudan Country Management Team and reports directly to the Country Director.
Job description ■Financial Management ■Day to day responsibility for the Finance and Administration Department of the NRC South Sudan Country Programme. ■Ensure that NRC financial management routines and systems are in place, that the accounting practices and standards are adhered to and properly respected by all staff, and that all work is completed in accordance with designated timeframes and the quality and policy requirements of NRC, donors, auditors and relevant authorities. ■Conduct regular field trips to all NRC offices for control and monitoring purposes ■Administrative Tasks and Responsibilities ■Ensure that NRC's communications and IT equipment is operational at all times, that both physical and electronic archives are maintained in accordance with NRC policy and that appropriate communication protocols are followed ■Personnel Management ■Maintain and administrative responsibility of local staff issues, e.g. contracts, job descriptions, salary scales, leave, benefits, social insurance etc, ■Facilitate frequent meetings with the national staff, and update the staff on new NRC guidelines and regulations, and ensure implementation of NRC's standard personnel policy guidelines for national staff including adherence to national labour laws, taxation systems and rules, social security and insurance regulations ■Conduct training in financial management, monitoring and administrative procedures for all relevant national and international NRC personnel and assist with organising general national staff training workshops in accordance with agreed priorities to ensure a focus on capacity building is maintained throughout the year ■Facilitate recruitment, induction courses and training ■Establish a good working environment based on NRC values, ensure optimal use of personnel is encouraged throughout the office and within the programmes, and promote an environment of team work and team spirit
Qualifications ■Relevant university degree, preferably business administration/ financial management or other relevant educational background combined with relevant professional financial/ accounting and management experience ■A minimum of 5 years of international financial and administration experience from the field, preferably in a refugee and/ or IDP programme setting ■Logistics experience ■Demonstrated leadership and management skills, with a proven understanding of programme implementation challenges in conflict settings ■Strong communication, interpersonal, analytical and negotiation skills ■Ability to handle a large workload, maintain focus during prolonged stressful periods and work under pressure, independently and with limited supervision ■Ability to multi-task; by way of delegating, motivating and monitoring team work ■Proven skills and experience in report writing and an ability to plan for dynamic scenarios in relation to budgets and plans ■Results oriented, flexible, creative, and resourceful ■Knowledge of South Sudan and of the prevailing political context ■Significant political, cultural and gender awareness and experience of working where insecurity is a major issue ■Advanced computer literacy and fluency in the English language; both written and verbal ■Holder of a valid and clean international driver's licence ■All employees of the Norwegian Refugee Council should be able to adhere to our Codes of Conduct and the four organizational values: Dedicated, innovative, inclusive and accountable ■Knowledge of rule of law issues, especially in the context of competing customary and statutory legal systems ■Proficiency in Arabic is considered an asset ■It helps to have a sense of humour
We offer ■Commencement: January 2012. ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions, approximately NOK 51400,- (€ 6680) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
■Duty station will be Juba, Central Equatoria. This is a non family posting. Programme follow up will require frequent travelling in the provinces of operational area. Aweil, Alek and Juba are usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel outside the main town is limitied due to challenging road conditions; most travel is by air and is dependent on changing security and environmental conditions. Recreational and social facilities are limited, and accommodation is within the NRC staff compund in Juba.
