POSITION TITLE: Field Coordinator COUNTRY PROGRAM: South Sudan RESPONSIBLE TO: Deputy Director STATUS: Full Time SUPERVISORY CAPACITY: Program & Operations Staff in the AoR
DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION The overall objective of the ARC South Sudan program is to facilitate the successful repatriation and reintegration of Sudanese refugees and IDPs to their original homes in South Sudan. Operational in South Sudan since 1004, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations. ARC has program activities in Central and Eastern Equatorial, Warap, Northern and Western Bahr el Ghazal and Upper Nile States.
PRIMARY PURPOSE OF THE POSITION Based in the field location, the Field Coordinator is the key managerial focal point at the field level for ARC’s programming in the area of responsibility. S/he supervises senior national staff in the field site. Under the supervision of the Deputy Director and overall guidance of the Country Director and with the assistance of the technical staff, s/he is responsible for ensuring that all program activities are implemented in a timely manner, according to agreed-upon targets and budgets. S/he will also oversee monitoring and evaluation efforts to assess the impact of the program and maintain a high standard of program quality. In addition, the Field Coordinator will oversee logistics, finance and HR, ensuring that ARC policies and procedures are understood and followed. S/he will serve as the security focal point in Area of Responsibility (AoR).
The Field Coordinator will directly manage and build the capacity of field staff assigned to the project activities in the area of his responsibility. S/he is responsible for ensuring that key program components, as well as systems are in place and strengthened, and are consistent with ARCs and donor policies. The Field Coordinator will also be called upon to assist the head office with future program development and proposal writing.
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Program Management and Technical Capacity Building 50% • Manage program work-plans for all current programs in the AoR, and ensure timely implementation of all program activities and budgets, keeping country programs department aware of changes and challenges. • Prepare regular monthly program reports and review monthly BvAs. • Provide leadership and supervision of ARC team and build technical capacity of staff. • Ensure that services and practices are in line with international standards as well as government protocols. • Facilitate and coordinate regular trainings for program as needed. • Work closely with ARC HQ Health Team and donor representatives. • Ensure that M&E system is in place, oversee routine data collection, and analyze and review data with staff to improve program quality. • Closely monitor sub-grants and conduct regular monitoring visits to sub-grantees. • Support organization of grant opening and closing meetings. Operational oversight 40% • Oversee ARC operations personnel (logistics and finance) at the field level and ensure that ARC logistics, finance, security and HR policies are understood and implemented by all staff. • Prepare quarterly and monthly cash forecasts according to budgets, monitor cash flow and sign off on regular expenditure reports prepared by Finance Assistant. • Prepare and submit monthly management report to the senior management team. • Ensure that monthly finance and program reports, timesheets and cash forecasts are submitted on time. • Hold regular meetings to facilitate the coordination/relation between programs, finance and logistics and facilitate interaction between the teams on the field and the support team in Juba. • Assume overall responsibility for the security and safety of staff and assets in the AoR and provide regular security updates as necessary, serving as security focal point. • Develop the current monitoring system to ensure tighter control of resource use. • Ensure that all local staff policies, contracts, and disciplinary documents conform to ARC policy and local labor laws and take the lead on all local hiring. • Promote staff training and development. • Supervise and collaborate with Logistics and Engineering team on any construction activities. Representation and External Coordination 10% • Build and maintain good working relationships with local authorities, government officials, UN representatives, INGO’s representatives, community leaders, and local NGO's and prepare MoUs as necessary. • Attend and represent ARC at coordination meetings at the field level (programmatic, security, operational) • Accompany donor representatives and other official visitors on field visits Other Duties as Assigned: • Program Development to include formulating strategies for program development and growth in the AoR as well as lead assessments or data gathering exercises as necessary. • Administration to include overseeing the day-to-day operational and administrative activities of ARC Country Office in South Sudan and developing and maintaining a human resources system that meets field coordinators and department heads information needs.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED • 3-5 years field experience in a program management position, preferably in conflict and post-conflict settings, with supervisory responsibilities in programs, administration, finance, logistics and security. • Bachelors Degree required, Masters Degree preferred, • Experience managing multi-sectoral programs as Field or Base Manager in South Sudan or other post conflict settings desired. • Experience in financial and logistics oversight. • Knowledge of GBV, health and livelihoods programming fundamentals. • Experience in project management and managing complex budgets. • Strong experience writing proposals and donor reports. • Demonstrated supervising, coaching and training staff particularly clinical staff, individually or in groups. • Excellent computer skills, including MS Word and Excel. • Excellent communication skills (oral and written). • Excellent interpersonal and consultative skills, including the ability to communicate, present, negotiate and influence a variety of audience.
KEY BEHAVIORS & ABILITIES • Ability to live and productively work in insecure, unstable and/or harsh environments. • Ability to work remotely in coordinating activities in multiple sites. • Must be able to work independently while being a strong team player with proven supervisory skills. • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, cultural and environmental sensitivity. • Familiar with the issues and cultures in South Sudan; and ability to interact with people at all levels, individually and/or in groups.
