Housing Support Programme for HIV Affected Communities in Districts of Masaka, Rakai, Sembabule, Uganda. January 2007 – April 2009. The overall objective of the project was to reduce the vulnerability of targeted households through housing support initiatives with two specific outcomes: 1) Improved living conditions for vulnerable households & 2) Increased capacity amongst targeted communities to meet their ongoing housing needs. The aim of this evaluation is to determine whether or if any socio-economic changes that have occurred in beneficiaries’, their families’ lives and in the communities where the project operated and to correlate these changes to the project. This evaluation needs to provide GOAL Uganda with information which it can use to inform decisions regarding future housing support projects. The specific objectives of evaluation are to: 1. Determine whether project theory assumptions were met/correct, as demonstrated by the achievement of ‘first level of results’ which the project set for itself. Specifically, the evaluation should answer these questions giving an explanation for: o Selection of beneficiaries & legal ownership of property; House occupancy; Condition of house; Household skill training; Influence of construction and skills training within the project communities 2. Ascertain the socio-economic changes that have occurred in housing beneficiaries’ and their families’ lives and the larger community and draw a correlation between the changes and the interventions of the project. Of particular interested are reasons, circumstances and context for changes in (at minimum): o Economic status; Educational status; Health status & health seeking behaviours: specific to child, maternal health, respiratory conditions, malaria and diarrheal prevention. 3. Through findings and answers obtained under points 1 and 2 above, provide a judgment of whether the two overarching project outcomes have been achieved. 4. Describe the unanticipated negative or positive outcomes or consequences of being a beneficiary of this project (disaggregated by support provided) 5. Scrutinize the project design (theory of change), management and implementation process against needs, opportunities and the evaluation findings. This objective involves bench marking our project against best known practices.
