Background Save the Children (SC) has been working in greater Somalia over 40 year in the three zones of Somalia-Somaliland, Puntland and Somalia. Current long term and emergency programme interventions include education, child protection, health and nutrition and food security and livelihoods. Food security and livelihoods is growing within the organization. Currently in Central South Somalia, SC is implementing a large cash transfer program in Hiran as part of a consortium effort with three other INGOs (Action Against Hunger, Danish Refugee Council and Horn Relief) that share a common implementation methodology and M & E. This position will mainly focus in the EFSL activities of Central and Southern Somalia. It reports to the Area Representative South and Central Somalia with close collaboration with the Food Security & Livelihoods Technical Manager. Job Purpose The Food Security & Livelihoods Co-ordinator’s main role is to provide direction on implementation of livelihoods activities at community level and ensuring that relevant technical inputs are provided with quality and relevance achieved in the implementation of the livelihoods operations plan. The functions of the role will require Emergency FSL Programme Oversight (70%) and Representation and Coordination (30%) Job Description Key Accountabilities Technical expertise To implement Save the Children’s livelihoods interventions (including cash-for-work and cash grant activities), ensuring appropriate technical standards are respected and to participate in and lead HEA assessments.
Capacity building and management • Contribute to situation analysis for identifying and prioritizing livelihoods recovery and development needs using Save the Children’s Household Economy Approach, amongst other tools, and with due consideration for child rights and objective of the programme. • Lead, manage and motivate staff under direct line management, ensuring they have clear objectives and receive feedback on their performances. Monitoring and evaluation • Develop and operationalize monitoring and evaluation mechanisms for Save the Children food security and livelihoods projects.

• Responsible for ensuring that monitoring and evaluation of programme work is done in a participatory way which clearly demonstrates the impact of the programme’s interventions. • Make frequent monitoring visits to the program areas to provide technical support and identify issues that need timely action and support at different levels. Collaboration – internal & external • In order to ensure the high levels of quality and consistency across the programme, s/he is responsible for seeking support from colleagues or identify, technical inputs required from within/outside the programme. • Responsible for developing and maintain collaborative and effective partnership with NGOs / CSOs and government partners. • In conjunction with the Food Security & Livelihoods Advisor, represent Save the Children in relevant national meetings and forum related to livelihoods. Programme implementation • Identify target area and population covered. • Participate in required assessments. • Develop implementation plan in conjunction with the Food Security & Livelihoods Field Officer. Programme development • In conjunction with the Food Security & Livelihoods Advisor, refine the operational plan and supportive budgets and develop the future livelihoods programme strategy. • Assist the Food Security & Livelihoods Advisor in the analysis of field data and in writing of assessment report. • Ensure that progress reports and relevant donor reports (narrative and financial, or where appropriate sections of such reports), are delivered according to plans Administrative responsibilities • Responsible for sound management and development of human, financial and material resources related to the livelihoods sector. In particular s/he will be responsible for supervision and annual performance reviews of the staff reporting to her/him. • Responsible for administrative duties relating to the running of the Food Security & Livelihoods projects. • Document all stages of project Budget responsibilities • Responsible for the Food Security & Livelihoods projects budget management, financial reporting and forecast. Research work • Keeps abreast of key policy changes notably in relation to the livelihoods, and ensure that this information is shared in such a way that it allows strategic positioning and good information of colleagues in other sector. Profile • Post-graduate degree or other relevant discipline in social science, urban/rural livelihoods. • At least 5 years experience in Food Security & Livelihoods • Substantial relevant experience at in emergency program management • Proven experience in Cash Programming • Demonstrated experience managing complex operations in an INGO or development context. • Demonstrated experience in managing partnerships with NGOs / CSOs and government. • Demonstrate experience in disaster response and livelihoods work. • Good understanding of livelihoods concepts and issues in development context. • Skills related to participatory research methods, computer literacy, and financial management. • Excellent skills in monitoring implementation of programme activities. • Excellent communication and inter-personal skills. • Ability to work as team leader and part of teams (multi-cultural, multi-disciplinary and inter- agency). • Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances. • Commitment to Save the Children’s Child Protection Policy.Desirable: • Previous experience of liaising with the UN, national and donor governments and NGOs • Experience in the other Save the Children Programmes, particularly the context. • Knowledge of local language (s).
