Who we are:
CARE Nederland is an organisation based in the Hague, with the mission to strengthen the resilience of communities prone to disasters, including violent conflict, by addressing immediate needs and providing long-term solutions to underlying causes of vulnerability. CARE Nederland does so by carrying out worldwide projects in the areas of Disaster Risk Reduction, Peacebuilding and Humanitarian Aid. Together with 12 other international CARE members, CARE Nederland carries out its activities within the federative cooperation CARE International.
The departments:
CARE Nederland is structured in three departments: Fundraising and Information to the Public, Programme Department and Finance & Control. It has a staff of 31 persons based in The Hague. The board consists of 6 members.
The Programme Department is responsible for design, implementation and management of projects and programmes within the CARE Nederland expertise areas. The Programme Department consists of two programme teams: one DRR programme and one Peacebuilding programme. The DRR programme team consists of 8 persons. CARE Nederland is developing a Centre of Expertise on DRR within the CARE international movement, and therefore the DRR Adviser will provide a support to both CARE Nederland initiatives (main support will go here) and CARE International initiatives.
The position:
The DRR Liaison Coordinator will strengthen the coherence within CARE International with regard to the integration of DRR in programming. The person will also play a role in the mobilisation of resources for DRR initiatives within CI.
The DRR Liaison Coordinator will be coordinating the ECHO funded project 'Emergency Capacity Building (ECB): in-country capacity building across the disaster management cycle'. This initiative will aid the DRR Liaison Coordinator in being grounded in CI at different levels, and in maintaining the network external to CARE International with relevant DRR stakeholders. It will also assist in the awareness of CI stakeholders of the ECB II project and its initiatives.
Responsibilities/ Tasks
• Coordinate strategic DRR initiatives within CARE.
• Support in the development of the CARE International DRR strategy and DRR-related policies and strategies.
• Coordinate the knowledge management initiatives with regard to DRR within CI and contribute to lessons learned.
• Coordinate, as a knowledge management and external liaison initiative, the ECB initiative 'Emergency Capacity Building (ECB): in-country capacity building across the disaster management cycle'.
• Develop a strategy for the roll-out of the ECB initiative 'Emergency Capacity Building (ECB): in-country capacity building across the disaster management cycle'.
• Strengthen the connection and coherence of the DRR actions throughout CI.
• Support and maintain the DRR network inside, and outside, of CARE International.
• Support integration processes with regard to DRR in general CARE programming and policies.
• Support the set-up and maintenance of communication platform on DRR for CI.
• Support DRR communication strategies and facilitate communication on DRR within CARE International.
• Actively discuss, search and support linkages within and external to CARE with sectors (e.g. WASH, food security) and other cross-cutting issues (e.g. CCA, gender).
• Provide strategic support to CARE Country Offices and CARE Members with regard to DRR.
• Keep an inventory of all CI initiatives with regard to DRR.
• Support and drive advocacy and policy dialogue activities with regard to DRR internal and external to CARE.
• Liaise with internal and external stakeholders important to the CARE International DRR strategy.
• Represent CI in relevant forums, meetings etc.
• Build relations with multi-lateral and bi-lateral organizations and foundations providing resources for DRR.
• Assist in acquisition activities related to the CARE International DRR strategy.
Requirements:
• Understanding of the basic principles of Disaster Risk Reduction
• Coordination experience
• Experience in lobbying activities
• Very good written and oral communication skills
• Good networker
• Good understanding of actors and dynamics in the development and humanitarian field.
• Experience in maintaining relations with (potential) donors and acquisition
• Experience in organizing and facilitating trainings and workshops
• Strategic and political thinker
• Experience of working with CARE or other large international NGO
• Fluent in English and at least one other CARE-language (i.e. French, Spanish)
• Overseas experience
• Work permit for the EU
What we offer:
• Tentative duration of the contract 12 months, with the possibility of extension.
• Salary based on BBRA scales and depending on qualifications and work experience.
