The Strengthening Communities’ Responses to HIV and AIDS project is a three-year contract funded by USAID, with two one-year option periods. The goal of the project is to strengthen the organizational development and human capacity of civil society organizations (CSOs) so they are better able to reach people across Ethiopia with quality interventions that reduce the impact of HIV and AIDS. Coordinating its work with regional and federal offices of the Ministry of Health and the HIV and AIDS Prevention and Control agency, this project makes grants to CSOs across the country.
The purpose of the Contracts Specialist is to assist the Grants and Operations Manger in the preparation of sub-contracrs, sub-agreement.Montiors and follow up complinace with the agreement signed. The post holder is also responsible for assisting the generation of regular and ad hoc reports for internal purposes.
Responsibilities include:
- Participate and provide guidance to SCRHA/NIPS & CSOS on how to prepare Branding and Marking strategies
- Participate in regularly scheduled meetings with SCRHA project teams, participate in wider coordination meetings (as per the agreed organizational meeting schedule) and ensure dissemination of minutes to Grants and Operations staff
- Participate in coordination of, COP, Technical Director Grants and Operations staff to review budgets, determine budgetary needs, gather information, and make recommendations on budget revision, implementation and interpretation
- Participate in regular meetings of the Department
- Prepare the work accomplishment report every month/quarter
- Assist SCRHA staff in the production of quarterly and annual reports against the Government annual financial plans
- Facilitate compilation of regular monitoring reports prepared by Grant and Operations Department.
- Participate in the assessment of contract management related training requirements for capacity building purpose.
- Participate in development of capacity of SCRHA staff and partners in the area of contract management , and other related activities
- Ensure the implementation of Branding and Marking plan
- Follow up the timely reporting of VAT of NIPs CSOs and reimbursement
- other duties as assigned by Grants and Operations Head
- Monitor developments in policy, procedures or approaches related to contract issues, including best practice examples within the country and internationally, and ensure ongoing personal development and learning
- Participate in the documentation and dissemination of lessons learned and best practice on behalf of the unit.
Job purpose
Bachelors Degree in business administration, finance, or accounting plus a minimum of five years experience working in health and development programs with substantial expertise in contracts and grant management to civil society organizations, CBOs, and FBOs in developing countries; or an equivalent combination of education and experience
- Expertise in the financial and regulatory aspects of USAID Expertise in Grant Administration
- Excellent oral, written, and presentation skills in English
- Willingness and ability to travel in-country up to 25% time
