African Peace Facility (APF): technical assistance (EuropeAid/131167/C/SER/RSA)
With the APF being one of the main financing instruments of the JAES peace and security partnership, the scope of this APF service contract should encompass priority areas of this partnership compatible with the APF's objectives. In addition, such a contract should also contribute to strengthening coherence between APF and regional indicative programmes. Institutional weaknesses of African partners increase the need for short, medium and long-term TA in the area of multi-dimensional peace support operations and institutional capacity building for conflict prevention, management and resolution.
The APF service contract for recruitment of APF TA, will have to be flexible, due to the degree of unpredictability of crises in Africa. In general terms, conflicts in Africa cannot be predicted, and it is therefore impossible to forecast APF interventions in the operations area, which represent 80–90 % of APF activities — and therefore extremely difficult to forecast TA requirements in a period too short to be covered by case-to-case tenders. Flexibility in terms of TA requirements (profile, duration, duty station) should therefore be a key consideration.
Experts with profound experience with peace and security in Africa, speaking several languages, ready to deploy at short notice and live under difficult conditions, having diplomatic and political skills, with a background in programme and financial management are needed.
The contract should enable recruitment of both long-term TA and short-term experts at both senior and junior level.
Furthermore, in relation to the day-to-day management of such a contract, a permanent contract coordinator will be selected to facilitate a permanent dialogue with the European Commission/African Peace Facility besides the direct contacts between the experts and DEVCO. This person should have an excellent knowledge and practise of both the institutional EU and African peace and security background and a concrete experience of multi-dimensional peace support operations.
