South Sudan August 11, 2011 Tetra Tech ARD, a leading US-based international development consulting firm, seeks to employ a qualified Team Leader for the Sustainable Water and Sanitation in Africa (SUWASA) program. With funding from USAID is implementing a three year project in South Sudan that will lead to efficient and sustainable provision of urban water services. The project will work with the Government of South Sudan through the Ministry of Water Resources & Irrigation and the South Sudan Urban Water Corporation. The position is full-time and will be based in Juba, South Sudan.
Key Responsibilities The project Team Leader shall be a self motivated professional whose responsibilities include: a) Providing strategic and technical leadership to the implementation of the project in South Sudan; b) Building strong implementation partnerships with USAID South Sudan Mission, Ministry of Water Resources and Irrigation and other key partners; c) Preparing detailed quarterly and annual work plans and operational reports; d) Supervising professional staff and other consultants hired to undertake specific assignments; e) Preparing detailed budgets for project implementation including determining any additional resource requirements. f) Managing and monitoring all budgeted related activities; g) Communications and preparation of regular reports as required by the Regional office; h) Coordinating all project activities with the relevant authorities, partners and Nairobi office. i) Coordinating with key partners and relevant donor representatives; j) Supervising all technical specialists to ensure fulfillment of project objectives; k) Providing oversight and control of administrative and financial management.
Qualifications and Experience a) At least a Masters degree in Engineering, Economics, Finance, Business Administration, or any other relevant degree; b) A minimum of 10 years of professional experience, with a demonstrable knowledge of the policy issues and challenges in the water and sanitation sector in developing countries. Particular knowledge of water and sanitation issues in Africa will be an advantage; c) Experience in undertaking institutional, policy and regulatory reforms; d) Experience in working in post-conflict and/or fragile states will be an added advantage; e) Ability to plan, direct, manages, control and take initiatives independently; f) Self-driven and motivated, results-oriented with a positive outlook and a clear focus on high quality of results; g) Ability to effectively communicate and work as a team member at a mature level of sensitivity and diplomacy in dealing with key stakeholders; h) Excellent people-management skills and natural ability to motivate and build a strong team;
