Somalia Field Manager

Save the Children is the world's largest independent Children’s organization, making immediate and long-lasting improvements to children's lives in over 120 countries worldwide. Save the Children is made up of 27 member organizations across the globe. Through Unified Presence, Save the Children aims to create a stronger voice for children by unifying the operations in all countries where more than one Save the Children Member organizations operates. This will result in one organization at the national level in each country and a unified programme delivery structure for all Save the Children Alliance Members.

Save the Children has a long history of engagement in Somalia and has been working in Somalia and Somaliland for the past 40 years. Save the Children has a unified presence in Somalia and Somaliland since January 2010 and is working in the thematic areas of education (including skills training for youth), child survival (health, nutrition & livelihood), protection and emergency responses. Save the children has an operation in Somaliland, Puntland and South Central Somalia.

Save the Children works in all three “zones” of Somalia: Somaliland, Puntland and Central South Somalia (CSS). Due to constraints on security, and the need to liaise with UN agencies, other NGOs and donors the country office is based in Nairobi and senior managers and directors are expected to travel extensively to monitor and support programme work in all parts of Somalia that are accessible and where security threats are being effectively mitigated.

Early in 2011 Save the Children expanded its work to Galgaduud Region, which is governed by independent local administrations not directly aligned to any central authority. For the first time Save the Children is engaged in working through a national partner in part of this region. Thematic areas of work currently include; lifesaving nutrition work, education and drought response while opportunities to expand into wider livelihoods work is being explored.

Job Purpose

The Field Manager will be a key post within Save the Children operations plans. Reporting to the Area Representative, the field manager will be responsible for the overall management of the Galgadud field office. This includes overseeing programme activities, support functions such as finance, administration, HR, logistics and security, all field staff, security policy, and managerial representation of Save the Children UK.

The principal objectives of this post are:

• To contribute to the overall management and development of Save the Children programme in galgadud Region;

• To assume specific responsibility for ensuring that Save the Children contributes effectively to meeting the short-term emergency needs of children within the region.

Key accountabilities

• To assume the management of all programme development and implementation of activities in the Bari region.

• To monitor the implementation of the various field projects in the programme in close collaboration with field staff.

• To produce high quality, analytical reports that report programme activities against the monitoring indicators of project proposals.

• To monitor the implementation of grant budgets, keeping the Area Representative informed and ensuring any corrective actions are taken. Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state.

• To evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements.

• To recruit, lead, manage and motivate the field team, ensuring the understanding of the objectives and receive meaningful feedback on their performance.

• To be responsible for the security of all field staff. To ensure that the security, health and well being of staff are ensured and that optimal security management procedures and practices are in place by continually monitoring the security situation, adapting staff safety procedures accordingly.

• To manage the field staff and other processes and policies and systems reflecting Save the Children's principles of equity and fairness.

• To represent Save the Children to local authorities

• To ensure that Save the Children commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Project Humanitarian Charter and Minimum Standards, the NGO Code of Conduct, and other relevant tools.

• To comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.

Person specification

Essential:

• Significant international experience in managing relief and development programmes with an international NGO and/or UN agency.

• Skills and experience in project/programme implementation, monitoring, review and evaluation.

• Substantial people and programme management experience, with good interpersonal skills, the ability to communicate clearly and effectively at all levels.

• Solid experience in grant management, including budget holding and donor reporting.

• Ability to produce successful project proposals and high quality reports.

• Representational, political awareness and advocacy skills.

• Experience of working in a programme where insecurity can be a key factor.

• Substantial understanding or proven experience of safety and security management issues.

• Ability to work with limited supervision.

• Patience, adaptability, flexibility and ability to improvise.

• Fluency in written and spoken English as well as computer literate.

• Commitment to and understanding of Save the Children’s aims values and principles.
