The Bahrain Institute for Public Administration (BIPA), and United Nations Development Programme (UNDP) Country Office will support the establishment of a Capacity Development Facility (CDF) at BIPA, which will aim to enhance the capability of BIPA in serving the public sector and promote BIPA as the reference point for Quality Assurance in training, consulting and research for governmental institutions in Bahrain.
This would include the development of capacity of government institutions in implementing institutional reform, developing human resources and designing a transparent human resource management policy and system
The intervention will provide critical and immediate capacity development interventions in policy, management, leadership and institutional reform, in support of sustainable national capacity development within the public sector. This will require specific, focused education and training of Bahrainis that will as a result enhance their capacities to better plan any career progression.
The Project Manager required for this project must be highly competent in Project Management, especially in Capacity Development within the public sector. The Project Manager will be working with the Bahrain Institute for Public Administration, alongside the staff of the Capacity Development Facility Unit. The Project Manager will be responsible for preparing the Annual Work Plans (AWP) for the CDF with the National counterpart, based on the Project Document and will also be responsible for managing the personnel of the CDF and its budget, as well as preparing and contributing to project's envisaged activities and the monitoring of activities and reporting to the Project Board on progress and results achieved.
Duties and Responsibilities
Project Management:
- Provide day-to-day operational and results based management of the project including work planning, resource allocation and financial supervision, and general oversight and reporting on implementation of activities;
- Design, coordinate and supervise capacity development activities under the project implementation;
- Liaise with all relevant stakeholders to ensure achievement of the objectives of the Project; and ensure that Project activities focus on critical areas for the attainment of the main objectives in a timely manner;
- Monitor continuously the implementation of project activities, workload management and performance assessment;
- Oversee the drafting of Terms of Reference and recruitment of international and national consultants, and advise the Project Board on selection and approval of such advisers and consultants;
- Provide regular reporting to the Project Steering Committee; Update risks, lessons learned and issues logs;
- Provide information and guidance to the project staff and consultants working for the project;
- Supervise the overall administration of the project;
- Supervise, coordinate and evaluate the work of the Centre staff;
- Monitor the overall management, performance and progress of the project;
- Report to the Project Board on progress and achievement of results.
Knowledge Management:
- Select and record lessons learned to help achieve the outcomes of the project;
- Facilitate the use of global knowledge networks to share project results including project publications, conference proceedings, and other related requests, etc.;
- Create a roster of institutions and consultants to support capacity development activities;
- Develop a network of advisors to guide the content of substantive work;
- Explore ways of expanding CDF into new spin off areas of possible support by UNDP and BIPA;
- Participate in and/or contribute to the policy discussions on substantive and operational aspects concerning the project in the relevant meetings or forums.
Coordination with partner institutions and line ministries:
- Assist in promoting dialogue and good practices in the focus areas of the project among different stakeholders;
- Represent the Project at partners consultation meetings;
- Coordinate, prepare and conduct all meetings and proceedings of the Project Steering Committee and follow up on the implementation of decisions taken;
- Assist the counterparts in providing information as requested;
- Keep the representatives of the Steering Committee informed on a regular basis of the progress of the Project.
Integration of the project within the broader context of UN:
- Consult with UNDP on other programmes for future planning, and share experiences and best practices;
- Provide advice and consultation on future developments for BIPA on the CA/CD aspects;
- Fulfil other duties as required.

The key results will have an impact on the UNDP Bahrain Country Office, on its efficiency in programme delivery and its success in the implementation of project strategies. Successful implementation and achievement of objectives enhances UNDP's position as a strong development partner. This is also a pioneering project on the regional level, and as such the results might be shared and the model might be replicated.
The expert should apply his/her knowledge, skills and abilities in project management, capacity development, IT and public administration to ensure that the Capacity Development Facility is well established, and successfully functioning unit within BIPA and that the activities of this project meet expectations.

Required Skills and Experience
Education:
- Advanced university degree in public administration, management, business administration, processes re-engineering, social sciences or in a related discipline.
Experience:
- At least 5 years of practical experience in advisory capacity and management of projects and programmes on good governance and/or capacity development for the public sector;
- Knowledge and experience of capacity development and human resource management in the public sector is an asset;
- Experience in Public Administration and Capacity Assessment and Building, particularly in the area of the public sector and e-organisations;
- Knowledge and command of the role of information technology in delivery of public services as well as knowledge management are highly desirable;
- Strong managerial and leadership skills;
- Well organized, methodical, ability to set priorities and pay attention to detail;
- Demonstrated excellent interpersonal skills and collaborative managerial style;
- Ability to work in a multicultural team;
- Excellent communication skills;
- Good IT skills.
Language Requirements:
- Fluency in English and Arabic.
