JOB CONTEXT: Since 2006, the context in South Sudan has evolved towards post-emergency and development. In June 2009 the program was transferred from our Emergency division to our Development Department. Current projects include a Victim Assistance project implemented in Bor (Jonglei State) funded by ECHO since 2008 and two others projects funded by the European Commission focusing on Mainstreaming disability in development processes and supporting Disabled People’s Organisations. Since July 2011, and the independence of South Sudan instability still prevails in some areas but the country is slowly improving in governance and development.
JOB DESCRIPTION: Challenges and goals: Under the responsibility of the Eastern and Southern Africa Desk Officer, you will implement Handicap International’s mandate in South Sudan by guiding and directing the implementation of projects as well as ensuring representation of our organisation in South Sudan.
Activities: You will be responsible for: - Representing Handicap International in the field, external and internal communication - Guaranteeing the implementation of projects in South Sudan as well as developing new projects - Piloting the programme and making sure the programme objectives are realised and services delivered to the beneficiaries - Effective management of the program (Human Resources, financial, communication…) - Pilot a security system for the organisation on the programme (personnel, goods and equipment)
CANDIDATE PROFILE:
University degree in social studies, development or international relations At least 3 years experience in management position and experience as Programme Director or Head of Mission in a difficult context or post conflict context. Programme management and programming, Strategic development skills, HR management skills Strong communication skills (written and verbal) Stress prevention and management Good analytical skills, basic skills in financial procedures, computer literate. Strong capacity building skills Strong leadership, diplomacy and good public relations, Ability to work under pressure, Strong negotiation skills and experience. Knowledge of the region and of HI policies and procedures are added advantage.
REQUIRED LANGUAGE SKILLS: Fluent spoken and written English + the French language would be an advantage
JOB ENVIRONMENT:
Most of Southern Sudan is still underdeveloped, with the main infrastructures slowly being reconstructed. A large part of the population displaced during the conflict has now come back to their former homes although many chose to stay in the overcrowded urban centres in mushrooming informal settlements. The main religion in South Sudan is Christianity, with a small Muslim minority. The level of education and competencies is very limited. Lack of any domestic production makes the country highly dependent on external supplies of goods and services. The year 2011 is a crucial year for the people of the Sudan. The Iindependence of South Sudan following decades of war may result in fundamental changes in the social, economic and political environment in the country.
Due to the context, the position is a single one (no couples, no families)
EMPLOYMENT CONDITIONS:
Salary: salary bracket: 2400 to 2600€ gross salary/month + 457 Euros expatriation allowance + 100% medical cover + repatriation insurance
