Project Background/Description: Since 1999, FilmAid has used the unique power of film to reach large numbers of vulnerable communities with critical information in a compelling visual format, overcoming language and literacy barriers. FilmAid uses films that are both educational and entertaining to draw audiences’ attention to subjects of vital concern to their health and well-being.
FilmAid International has operational presence in Dadaab refugee camp and is one of UNHCR’s Implementing partners. Currently FilmAid is implementing a variety of projects with funding support from UNHCR and the US government through Bureau of Population and Migration (BPRM). These projects generally correspond to FilmAid’s core response areas of Health, Protection and Community services and involve production and dissemination of various videos.
The large influx of new arrivals due to the ongoing drought afflicting the Horn of Africa and the insecurity in Somalia has led to increase in mortality rates among under 5’s as well as an increase in acute malnutrition figures, prompting UNHCR to declare an emergency and institute a rapid response. UNHCR has also revised its registration protocols and introduced registration/reception centers in all the three camps as part of coping with the massive influx. FilmAid has been co-opted into the technical committee overseeing this response and proposes to respond by developing and disseminating a New Arrivals Information Kit targeting approximately 180,000 newly arrived refugees by the end of the project period.
FilmAid is looking to recruit a Program Manager to coordinate implementation of its programs including the emergency response and provide strategic leadership to the team on ground.
Responsibilities:
A. Program/Technical
i. To ensure timely, quality and coordinated implementation of activities in Dadaab, establishing and supporting mechanisms to assure quality programming
ii. Oversee and assure timely and accurate project monitoring, evaluation, reporting, and compliance.
iii. Ensure a community based approach and a participatory methodology in all activities.
iv. Oversee and participate in the preparation of project documents: strategy papers, annual operations plan, concept proposals, full proposals, progress reports, donor reports, etc.
v. Provide regular feedback on programmatic and operational issues to the Program Director.
vi. Develop and maintain cordial relations, cooperation and collaboration with other NGOs, UN, refugee and local communities and local authorities.
B. Human Resource and Finance
i. Produce, monitor and maintain accurate budgets, and ensure that program implementation is respectful of donor requirements.
ii. Management of funds and oversight and control of field office petty cash.
iii. Promote staff development, and suggest opportunities for staff training.
iv. Ensure proper human resource procedures and policies are respected.
v. Be familiar with the Code of Conduct and report and/or investigate any suspected violations of the Code of Conduct as per the FAI reporting procedures.
vi. Create and maintain an environment that is free from sexual exploitation and abuse to beneficiaries of the program.
vii. Oversee recruitment of local staff.
C. Administrative/Logistics support
i. Oversee the day-to-day operations and logistics support to implementation.
ii. Ensure proper administrative, logistics and security procedures and policies are respected.
iii. Represent FilmAid to donors and at program meetings with partners, other stakeholders.
iv. Responsible for the security and safety of program staff and organization’s assets.
v. Perform other duties as required by supervisor
Required Qualifications and Experience Option 1 • Bachelors in relevant discipline (Film Production, Mass Communication/Media, Community Media, Media Production Management an added advantage). • 3 years of media-based program management experience. • Experience in grant monitoring and reporting. • Proven experience to translate education ideas and concepts to entertaining media formats. • Experience with film production. • Experience in developing curricula for film education programs. • Experience in developing M&E tools for edutainment programs. • Team player, excellent interpersonal and communication skills • Ready to work with minimal supervision with ability to work both independently and as part of a team • Ability to prioritize multiple tasks • Detail oriented and good organizational skills • Commitment to humanitarian principles and action
Option 2
• Diploma in relevant discipline (Film Production, Mass Media, Community Media, Media Production Management an added advantage). • 5 years of media-based program management experience. • Experience in grant monitoring and reporting. • Proven experience to translate education ideas and concepts to entertaining media formats. • Experience with film production. • Experience in developing curricula for film education programs. • Experience in developing M&E tools for edutainment programs. • Team player, excellent interpersonal and communication skills • Ready to work with minimal supervision with ability to work both independently and as part of a team • Ability to prioritize multiple tasks • Detail oriented and good organizational skills • Commitment to humanitarian principles and action
