The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.
Following one of the worst humanitarian crisis in the recent past, the United Nations has declared a famine in the Horn of Africa. Somalia is at the epicentre of this though with significant impacts in Kenya and Ethiopia.
NRC, which has been working in Somalia since 2004, in Kenya since 2007 and in Ethiopia as of 2011, is one of the major respondents to the humanitarian plea. NRC’s response in will primarily address food security of the affected populations.
As the markets are generally functional in Somalia, and even in good times Somalia is a net importer of food, a market based approach will be at the core of the responses. NRC intends to utilise its role in Somalia and position in the Cash Learning Partnership (CaLP) to undertake a response that will mostly use food vouchers and cash as appropriate. This response will offer NRC an opportunity to respond fast to the emergency. NRC also desires to capture and document lessons learnt in the implementation of this project and as such seeks the services of an experienced M&E Officer to support the project
The Monitoring and Evaluation Officer reports to the Programme Manager, Food Security
Job description: Design and oversee the M&E framework covering the various aspects of the emergency response. This includes ensuring the appropriate hardware and software is in place through close collaboration with the ICT section. Through a participatory / inclusive process, develop the M&E tools where needed and adopt appropriate existing tools for cash programming. Ensure timely and accurate reporting as per NRC and other stakeholders’ requirements and expectations. Oversee the systematic and continuous data collection and analysis on the progress of activities over time, and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches (LFAs) best practice and project documents. Provide technical support to field teams in planning and monitoring ongoing projects, as well as the development of systematic regular and structured M&E exercises. Build capacity of staff through training and support for effective implementation of the M&E systems, including information gathering, follow up and post implementation monitoring. Work with both internal and external organizational actors. This includes the program, finance, logistics and management teams. External actors include donors, implementing partners, local authorities and project beneficiaries. Assist with any other duties assigned by the Programme Manager and Country Director, as and when required.
Qualifications: Relevant university degree, preferably in social sciences, international relations and/or development or other relevant discipline. At least 5 years’ relevant working experience in M&E design and implementation. At least 4 years experience in field project review and evaluation. Experience in cash programming. Willingness to travel to all areas of the country/region where the program is implemented on a regular basis. Excellent interpersonal, written and verbal communication skills. Strong analytical skills (qualitative and quantitative). Good understanding of various donor requirements. Experience in designing and leading on specific development research projects. Experience in working with statistical computer software packages. Goal oriented with ability to work under pressure, independently and with limited supervision. Political and cultural awareness and experience of working where insecurity is a major issue. Fluency in the English language, both written and verbal. Holder of a valid international driver’s license.

We offer: Commencement: As soon as possible. Contract period: 12 months. Salary/benefits: According to NRC’s general directions, approximately NOK 43 970,- (€ 5700) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
Duty station is Nairobi, Kenya, with frequent travel to NRC’s Field Offices. Nairobi is a family duty station.
