DanChurchAid (DCA) Humanitarian Response Technical Adviser in Addis Abbaba, Ethiopia
The six month mission is to support DCA’s staff in their response to their current emergency in the Horn of Africa. DCA has been rapidly expanding with major new funding from Danida, collected funds, ECHO funds, and UN Humanitarian Response Funds. The added workload of this portfolio has placed additional burdens on the staff, together with an especially urgent need to move effectively and rapidly. This position will help to complement staff capacity as well as ensure technical quality, through:
• Advising the Regional Representative (RR) on strategic issues in linking the current emergency response to long term development work of the Regional Office (RO) • Advising the RR on funding prospects and fund allocation to major intervention areas • Sharing management responsibility with the Programmes Coordinator for the humanitarian operations, helping to guide DRR, Fundraising, and communications staffs and field-based project officers in their ability to prioritize tasks and rapidly expedite project applications; • Ensure technical quality of DCA and partners’ emergency/recovery proposals and projects, through participatory planning, coordination, monitoring and capacity building through formal and on-site training in the field; • Helping to conduct assessments, design and write new project applications, together with DCA’s partners, as well as assist in the write up of project reports; • Assist to manage the burden of communications with HQ and other actors managing coordination in Addis Ababa;
• Support the communications with Danish media on television, radio, web and text; • Follow up on refugee assistance within the ACT alliance
Main tasks: The main responsibilities will include: • Contribute to the coordination, management, and leadership of the current humanitarian response. • Regularly visit DCA intervention areas including the Refugee camp and hold briefing/assessment meetings with DCA field staff, staffs of partners, local • Gathering pertinent humanitarian situation data/information and update the RO management team and HQ HRU focal person • Review all ongoing emergency projects and develop inception report in the form of follow up and monitoring plans • governments, and other humanitarian actors in the area. • Prepare concept ideas to strengthen ongoing and/or develop new humanitarian assistance projects • Write up field monitoring reports and compile project progress reports • Regularly assess implementation capacity gaps in the field and conduct relevant backstopping and technical support • Attend field-based coordination meetings whenever possible • Attend Act Alliance Ethiopia Forum meetings whenever the Act Appeal ETH111 issues are on the agenda • Ensure timely processing and compilation of reports • Work closely with the DRR officer in the day to day planning and monitoring of projects • Work closely with the Fundraising officer concerning International donor funded projects • Work in close collaboration with RO communication officers and HQ media unit concerning updating Danish media and public on a regular basis
We offer: Salary scale of 39,000 to 42,000 DKK (all incl), based on previous experience Comprehensive insurance package, free housing 6 weeks of paid annual leave
We expect you to have: Overall, this 6-month position is intended to rapidly and significantly expand the capacity of the DCA Addis Ababa staff in the hunger response. Therefore it’s crucial that this person has both the experience and the attitude to make a difference as soon as possible after arrival. The successful candidate will integrate well with existing staff and operations without disrupting current workflow, yet still make significant contribution to capacity.
• At least 5 years of field experience in humanitarian operations, preferably with some experience in Food Security and food Crisis Response. • Previous work experience in Ethiopia is an extra asset. • Previous work experience with national partners is an extra asset. • A personal style that ‘adds value’ to ongoing work by DCA staff and partners, through training and advising, though with the flexibility and willingness to do things themselves rather than relying on Ethiopian RO staff. • The successful candidate must be proficient with the whole project management cycle (needs assessment, project planning, implementation and monitoring, review and evaluation), with an ability to contribute at every stage.
Language skills required • Fluency in written and spoken English are a must. Strong writing skills are required. • Danish language speaking ability is an extra asset, as some media contact with the Danish media may be required. • Proficiency in one or more Ethioipian languages is an extra asset.
Personal Competencies Required: • An experienced field manager is required. The successful candidate should: • Have the ability to work well with the team members, helping to assist the team in a way that is both active and promotes initiative, but respects the staff in their roles and capacities. In short, strong interpersonal skills are required, including the ability to work well with other cultures. • Be able to produce results under pressure and with short deadlines. • Ability to be a self-starter, able to work under minimal supervision and rapidly identify the most urgent issues to be addressed.
