REQUEST FOR CURRICULUM VITAE’S FOR INDIVIDUAL CONSULTANTS (IC)
The Common Market for Eastern and Southern Africa (COMESA) has received financing from the African Development Bank toward the cost of the Implementation of The Enhancing Procurement Reforms and Capacity Project (EPRCP) which is designed to deepen the procurement reform effort in the COMESA region. Among the components of the EPRCP project is the enhancing of the professional procurement capability among COMESA Member States. COMESA intends to apply part of the proceeds for the employment of an Individual Consultant (including one that may be provided by a consultant firm) for the development of e-learning course material for the Public Procurement training for use by procurement experts within the COMESA Region
The Public procurement training material has been prepared by COMESA for use in the procurement training activities in Member States. These training materials have been prepared to be used in training workshops and have been organized into a series of training modules, each addressing an important topic in public procurement. Volume I, Part A contains a selection of 14 training modules, providing a full program of procurement training. Part B of Volume I contains another 9 training modules. Volume II contains extensive reference materials for use by the training participants.
COMESA Secretariat has continuously provided public procurement training in Member States. Traditional trainings have been organized in Member States, where on average 20 people have been trained per Member State. With this method of training, only a few procurement experts can be trained per member state at a time. It is in this vein that this consultancy is being sought to develop e-learning course material on Public Procurement. It is anticipated that, once developed:
- The material will be accessible to a wider perspective of users in the region all the time, unlimited.
- COMESA will be in a position to continuously update and modify the modules as and when the need arises for the benefit of the users in the COMESA region.
Terms of reference: The TORs for the consultancy on developing e-learning course material for the Public Procurement training for use by procurement experts within the COMESA Region and beyond will be as follows;
- Familiarize with the COMESA e-learning platform
- Transform the developed Public Procurement Training course materials into a format suitable for use on the COMESA e-learning platform.
- Propose the best media-didactic implementation method to use for the respective modules/sub modules, i.e power points, hand-out notes, audio-recordings, quizzes/tests, animations, drawings/pictures e.t.c
- Undertake a pilot course using the developed material on the e-learning platform
- Review the pilot course’s materials and make changes where necessary.
- Provide training to the staff of EPRCP project and IT division of the COMESA Secretariat to foster skills that will enable updating and modification of the course content when the need arises.
- Any other related development work that may be requested for by the Secretariat.
Deliverables:The expected deliverables of the consultancy shall be:
- Fully developed and tested online e-learning course material for the Public Procurement Training
- Documentation for the material in both hard and soft copies
Time Frame:The consultant shall develop, pilot test, finalize and deliver final product to COMESA Secretariat within three (3) months.
COMESA now invites eligible Individual Consultants to submit their Curriculum Vitaes (CVs). Interested Individual consultants must have thorough knowledge of the e-Learning course development concepts and prior experience in conversion of training materials into e-Learning modules; Knowledge of the Moodle e-Learning platform. Knowledge of procurement will be an added advantage.
Interested qualified and experienced Individual consultants should submit their CVs complete with a cover letter detailing their understanding of the task and copies of academic qualifications to the address below on or before 22nd August 2011.

Submission of original copies and scrutiny of the same including verification from the issuing institutions will be a condition of engagement of the successful applicant.
