BACKGROUND: IRC has operated in South Sudan since 1989 and continues to this day, delivering a range of program interventions with a country office in Juba and field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria States. The Republic of South Sudan, the world’s newest country, is emerging from decades of civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. However, the security situation remains fragile and testing operational challenges abound.
SCOPE: The Capacity Building Manager will be responsible for leading health systems strengthening activities with the County Health Departments and other health system stakeholders in Aweil East and Aweil South Counties of Northern Bar el Ghazal State in Southern Sudan and will be based out of the Malualkon Field Office in Aweil East County.
RESPONSIBILITIES: This position works closely with the Health Manager and reports to the Health Coordinator in Juba. The overall responsibility is to train, mentor and build the capacity of the County Health Departments in Aweil East and Aweil South Counties. It is anticipated that this position will spend most of the time working directly with County Health Department officials, both through formal trainings and informal on-the-job mentoring, to strengthen their capacity in supervision of medical and administrative health staff performance, and in management of financial and material health department resources.
KEY DUTIES: • Build the technical and managerial capacity of County Health Department staff through formal trainings and day-to-day mentoring. • Advocate for improved organization, support and coordination by the Federal and State Ministries of Health for the County Health Departments. • Provide day-to-day technical support to the County Health Department staff and health facility staff on proper supervision of health staff and facilities, proper management of medical supplies and pharmaceuticals and proper administration and financial management of Department resources. • Work with County Health Department staff to help them build the capacity of community health structures like Village Health Committees. • Oversee the training activities at the County Health Department to ensure that staff are able to plan, undertake and evaluate trainings on their own which meet pre-determined goals and objectives, that the trainings are appropriately monitored and evaluated, and that reports are written and submitted in a timely manner. • Work with the County Health Department to improve their capacity to better budget and allocate available resources. • Work with County Health Department to develop annual plans for performing their duties, including: regular supervision and monitoring of health service delivery, compiling and reporting health data, health staff capacity-building, emergency preparedness and response.
REQUIREMENTS: • Professional: Bsc in Administration, PA, MD, RN, (MPH will be a plus) • Three years experience in coordinating, implementing and evaluating primary healthcare programs in an African setting. • Professional experience in Southern Sudan a plus • Additional qualities: ability to multitask, ability to handle pressure well, ability to improvise, flexibility, budgeting knowledge, planning , supervision skills, adaptability to transitions.
SECURITY AND HOUSING: The security is good presently, but volatile, and can change rapidly. Housing is on a secure compound in traditional huts.
